Danish Refugee Council is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance with a rights-based approach to refugees, asylum seekers, internally displaced persons, returnees and migrants. DRC established operational presence in Colombia in 2011 with focus on Humanitarian Mine Action (HMA) and providing support to conflict-affected population in the south of the country. With the onset of the large mixed migration flows into Colombia due to the Venezuelan crisis, DRC started up an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees, and host communities. From Colombia, DRC is currently expanding its protection activities in Central and South America. To support programme implementation in Venezuela, Perú, and Mexico through implementing partners, DRC is currently looking for a highly qualified Spanish and English-speaking Support Services Manager based in Bogotá.

Overall purpose of the role This position has a specific role to support two opening country operation and ensure compliance to DRC procedures and guidelines within countries. The role contributes to support the team in place to structure the support functions, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

Main responsibilities

Opening countries operations

· Ensure that opening countries planning for support services is done and regular targets are met.

· Ensure that project planning includes relevant support service requirements (such as lead times and appropriate budgets).

· Ensure that resource mobilization is realistic and meets the needs of support functions, by using the operations budget to input to donor proposals.

· Ensure capacity building of new employees in Venezuela in Finance, Supply chain and HR.

· Implement DRC operation Handbook in countries and ensure quality and compliance.

· Be the focal point for key administrative tasks, such as registration and legal assessment with lawyers.

· Ensure that all services contracts are compliance with DRC procedures and locals’ laws.

· Participate to DRC Dynamics implementation

Human Resources

· Build and implement the salary scale**.**

· Ensure compliance of the salary scale with government authorities such as social contribution payment and tax for employer.

Logisitcs and procurement support.

· Ensure procurement procedures are followed while being the focal point for tenders together with the coordination unit.

Finance

· Responsible for budget monitoring and forecasting for support service budgets.

· Work with senior managers to budget monitor all grants.

· Ensure that key annual finance tasks are completed such as the annual reports.

· Ensure that monthly finance tasks are completed (payroll, SOS, PIT, cashbooks and cash forecasts) and in line with Operations Handbook procedures**.**

· Support teams to open Bank account in different currency.

As Manager the post-holder is responsible for the following:

· Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility.

· Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.

· Accountable for people management of direct reports, generally at least 3 employees.

· Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC

Roles reporting to this position: Support Services Team Leader

Reports to Head of Operation LAC. Technical Line Supervision: HoSS

Required experience and competencies.

· At least 5 years' experience in similar role.

· At least 3 years' experience with people management.

· Knowledge of project cycle management.

· Knowledge of supply chain management and procurement processes.

· Knowledge of budget cycle and monitoring processes.

· Knowledge of key donor policy and compliance procedures.

· Full professional proficiency in Spanish and English.**

Desirable

· Calm and diplomatic in nature.

· Ability to manage competing priorities and to meet deadlines.

· Effective team-player – problem solver.

· Previous experience with DRC in emergency context.

Required education.

· Master's degree in Human Rights, Political Science, Refugee Law, or any other relevant field. Or Bachelor’s degree in relevant fields with at least 8 years’ working experience in similar protection positions.

We offer.

· Contract length: 3 months renewable depending on performance and funding.

· Level: F1

· Designation of Duty Station: Family duty station - Unaccompanied

· Start date: Asap
