General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

Job purpose:

Under the supervision of the Protection & Safeguarding Deputy Manager, The Senior Protection & Safeguarding Officer will:

Be responsible about maintaining high standards of training, raising awareness and information dissemination activities including the development, implementation and monitoring the capacity building plans, solid preparation of sessions, developing training materials in a timely manner based on programs needs identified and existing best practices. She\he is expected to implementing protection and safeguarding capacity building initiatives and activities to deliver to GOAL’s partners which include local NGOs, suppliers, and any other stakeholders.

Be responsible for ensuring effective case management interventions focusing on the main vulnerable and marginalized categories according to the inter-agency Standard Operating Procedures and GOAL approach. He/she will be responsible for the overall case management, support and supervise the field team of protection social workers, establishing/maintaining referral networks and coordinating with key stakeholders working in GOAL area of operation.

Have an active role in supporting the mainstreaming of protection & safeguarding across GOAL Syria Programme and Operations by raising GOAL staff and other stakeholders (including but not limited to partners, contractors and consultants, suppliers staff) knowledge and awareness in SG related topics and in alignment with GOAL’s SG related policies (Code of Conduct, Child Protection Policy, Protection from Sexual Exploitation and Abuse Policy, Whistleblowing Policy, Gender Equality Policy and Strategy beside other internal guidelines).

Duties, objectives and competencies

The Senior Protection & Safeguarding Officer is specifically responsible for the following tasks:

  • Programming and systems support:
  • Follow up on the implementation of the Safeguarding annual action plan in close coordination with the Protection and Safeguarding Deputy Manager and collaboration with other departments.
  • Establish a strong relationship with GOAL partners and other key stakeholders through maintaining respectful communications, listening to what they identify as their needs and wants to improve the protection & safeguarding practices during the program’s implementations.
  • Provide direct management and technical support to the safeguarding and protection field teams.
  • Supervise and coach the SG field team to conduct surveys, participatory assessments and/or community consultations focused on protection concerns and the identification of vulnerable people.
  • In coordination with the Safeguarding and Protection Deputy Manager, ensure safeguarding framework and protection standards are mainstreamed and incorporated in all work aspects and promoting and gender equality within the work environment.

  • Ensure day-to-day logistical and organizational planning and preparedness of the SG team, including liaising with the Supply Chain, Finance, IT and HR departments as needed, and with the support of the Safeguarding and Protection Deputy Manager. This includes the arrangements with communication and transportation team.
  • Undertake other tasks as requested by the line manager and the Safeguarding and Protection Deputy Manager as a technical manager.

  • Case Management:

  • Supporting the Protection Social Workers ensuring that overall case management system is done according to the GOAL approach. This include monitoring the staff by conducting spot-check visits to the field prevention and response activities.

  • Manage the beneficiaries physical and electronic data records and ensure implementing the minimum data protection protocol including maintain confidentiality and rights.

  • Schedule and supervise regular meetings with all Protection Social Workers and share the meeting minutes with the Protection Social Workers, Deputy SG & P Manager and Safeguarding and Protection Manager.

  • Ensure that all Protection Social Workers have access to the needed templates, materials and other resources that required for case management and other tasks.

  • Review staff caseloads to ensure the workload is manageable and support individual cases where required –where needed share challenges with the SG & P Deputy Manager.

  • Monitor timescales for response, decision-making, follow-up (household visits) and review accordingly - keep track of each Protection Social Worker’s case load, time and date of scheduled follow ups and home visits.

  • Ensure that all Protection Social Workers have a clear daily work schedule and reporting process.

  • Identify staff gaps and training needs in order to strengthen the Protection Social Workers capacity and quality of case management service.

  • Contribute to service mapping exercise, undertake/participate in liaison, coordination, and information sharing activities with other NGOs, international organizations.

  • With the support of the team, develop best practices and lesson learned. Ensure that all SOPs are up to date and integrate best practices and lesson learned.

  • Act as a GOAL focal point for internal and external referrals (to other service providers) and ensure proper follow up until services delivery based on the beneficiaries needs.

  • Capacity Building and Awareness Raising:

  • Conduct Protection & safeguarding capacity building assessment for GOAL staff and other stakeholders to address their training needs;

  • Develop a comprehensive capacity building plan based on the capacity building assessment outcomes considering the needs and gaps;

  • Ensure that all necessary requirements for successful training sessions are prepared in a timely manner in coordination with relevant departments\ stakeholders;

  • Commission and ensure the delivery of specialist safeguarding and protection trainingsfor individuals and team within the first 3 months of employment beside the SG refresher yarely training. This include provide SG inductions for the new staff when requested by HR.

  • Contribute to raising GOAL staff and partners capacity by Facilitate/co-facilitate capacity building/training events in relevant SG topics including but not limited to Sexual Exploitation, CP and GBV.

  • Provide leadership, guidance, and support to the SG filed team through regular supervision and feedback on performance.

  • Supervise and coach the protection field team to deliver awareness-raising activities for the targeted population on topics such as PSEA, SGBV and GOAL scope of work.

  • Implementing the approved the capacity building plan. This includes conducting safeguarding inductions, mandatory one-day Safeguarding trainings to all new staff and the ongoing guidance on incident reporting for the safeguarding FPs;

  • Carefully plan and prepare training material, assume full responsibility for planning and organizing delivery of the protection and safeguarding principles based on GOAL’s different policies;

  • Monitor the effectiveness of the different trainings and awareness sessions by activating tools like pre and post-tests, satisfaction surveys, in coordination with MEL and related departments.

  • Facilitate/co-facilitate capacity building/training events in related topics including but not limited to SGBV, BNFs Data Protection and Case Management.

  • Ensure Performance Management System documentation for all staff is in place and followed up regularly.

  • Reporting:

  • Submit weekly and monthly reports for direct line manager on progress of protection and safeguarding activity plan highlighting the implementation challenges, support needed and opportunity for improvements.

  • Highlight and submit regular report on safeguarding and protection trends from the field on a regular basis.

  • Contribute to the donor report when needed and in coordination with the Safeguarding and Protection Deputy Manager

  • Representation and coordination:**

  • Participate and brief about SG activities and updates in the internal filed level and country level meetings when needed.

  • Actively represent GOAL (physically and\or virtually) at Protection Cluster including but not limited to CP and GBV Sub Working Group and Child Protection meetings to ensure information sharing, coordination of interventions and enable meaningful participation of both the refugee and host communities.

  • Develop and maintain filed based effective working relationships with other NGOs, INGO and other key stakeholders to ensure active coordination, collaboration, and information dissemination.

Requirements (essential)

  • Bachelor’s degree, preferably in law, social sciences, social work, sociology, anthropology, political science or journalism (but other specialties are not excluded).
  • At least four years’ protection experience (working with INGO, NGOs & or National CBOs), in social work, protection & safeguarding and community-based protection. Experience working for an international organization is preferred.
  • Previous management experience is strongly preferred.
  • Previous experience in writing internal and external (donor) reports as well as in data analysis, data management and needs assessment.
  • Previous experience in designing and implementing deferent protection (response & prevention) component like outreach, case management and psychosocial.
  • Previous experience in conducting capacity building in topics related but not limited to GBV, CP, PSEA and protection minimum standards.
  • Previous experience in monitoring deferent protection prevention and response field activities using deferent tools and data analysis.
  • Ability to assess the team training needs, develop and implement the capacity building plan with excellent facilitation and presentation skills.
  • Demonstrable experience of successfully building and maintaining strong working relationships with a wide range of internal and external stakeholder.
  • Attending TOT trainings in one or more of the protection topics and preferably the project management.
  • Belief in human rights including gender equality.
  • Good communication skills including ability to gain trust and build relationships with new communities.
  • Computer skills including Microsoft Office.
  • Good interpersonal skills and ability to work as part of a team, as well as independently.
  • Flexible and able to work in a dynamic and diverse environment.
  • Excellent attention to detail.
  • Capacity building and team building/motivational skills.
