CRS, representing a consortium of international non-governmental organizations, local implementing partners and research institutions is leading the USAID Nawiri Program in Isiolo and Marsabit, a USAID Bureau for Humanitarian Assistance (BHA) funded 5-year Develop ment Food Security Activity (DFSA) in Kenya. The overarching goal of this multi-sectoral activity is to sustainably reduce persistent levels of acute malnutrition in Kenya’s arid and semi-arid lands (ASALs). The activity will be implemented in two phases:

  • Phase I (1.5-2 years) Research, test approaches and collaboratively design a context-sensitive, multi-sectoral activity that sustainably reduces acute malnutrition.
  • Phase II (3- 3.5 years): Multi-sectoral Activity implementation and adaptation and Local System and Institutional Strengthening.

Job Summary:
The Project Officer – Production is directly responsible for supporting all Nawiri livestock and agriculture activities at the County level. S/he will support a variety of agriculture and livestock-related activities, including technical oversight to action research activities, designing of cont ext-specific production interventions, capacity strengthening of local partners, and identifying opportunities for private sector partnership and engagements. S/he will ensure capacity enhancement of community and LIPs' staffs on improved and sustainable agriculture and livestock development initiatives, and support and facilitate livestock and agriculture production activities in Isiolo or Marsabit in collaboration with the county government departments of agriculture, livestock and veterinary services.
Job Responsibilitie s:

  • Build and maintain close coordination and co-operation with county departments of agriculture, livestock and veterinary services, research institutions, sector working groups and development agencies to ensure synergy and improved coordination of interventions.
  • Effectively collaborate with the county departments of agriculture, livestock and veterinary services, LIPs, and partners in identifying communities where agriculture, livestock and irrigation interventions are most needed, to boost agricultural and livestock production and bring about long-term sustainable outcomes.
  • Work closely with the systems strengthening team to assess the availability and capacity of government agriculture and livestock extension services and build their capacity to effectively roll out context specific production interventions at all levels.
  • Coordinate with Markets Systems and Value chain officer and county teams to identify private sector partners and opportunities for new enterprises that improve farmer access to input and output markets
  • Collaborate with Nawiri health and nutrition and the SBC staff to integrate messaging into crop and livestock production training curriculums.
  • In coordination with technical leads/advisors, co-lead crop, livestock, poultry, and milk market assessments and support design of inte rventions to address identified gaps.
  • Coordinate with public and private service providers (animal health, crop husbandry, etc) to reach Nawiri participants.
  • Design and lead TOT training sessions to SILC and FFS in collaboration with Government counterparts, LIPs, and partners.
  • Facilitate livestock and agriculture producers to have improved knowledge and skills and to adopt practices that are nutrition sensitive and support resilience.
  • Actively advance Nawiri’s connections to livestock and agriculture actors at ward, sub-county and county level, seeking avenues for partnership, collaboration and coordination of activities.
  • Ensure that agriculture and livestock development strategies and activities are designed and implemented based on sound contextual analysis.
  • Work with the M&E team to monitor and measure outputs related to production interventions and with the accountability and learning team to ensure community f eedback is monitored and acted upon and that learning around production interventions is documented and shared at all levels.

Required/Desired Foreign Language: English and Swahili
Travel Required 50% of the time within sub counties in Isiolo or Marsabit counties

Internal: USAID Nawiri Chief of Party, DCOP Programming, Head of Office, Systems Strengthening Team, Program team, all CRS Country Program staff, Regional and Headquarters technical staff
External: Local implementing partners, government departments at different levels, communities
Typical Background, Experience & Requirements:
Education and Experience< /strong>

  • Bachelor’s in agriculture/Animal Science/Veterinary Science or its equivalent from a recognized University
  • At least 3 years of relevant experience with proven technical experience in the field
  • Willingness to work in the field with, county livestock and veterinary officers, SILC and Farmer Field Schools
  • Possess the ability to interact effectively with a wide range of partners, private sector, government, and civil society.
  • Skills in teamwork, holding community consultations and organizational development.
  • Excellent reporting, communication, and representation skills
  • Skills in networking, team-working, and community consultations
  • Good spoken and written English. Fluency in local language in Isiolo or Marsabit is an advantage.
