Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified maternity leave cover for the Mixed Migration Centre Manager for our Asia Region.

The Mixed Migration Centre (MMC) was established In February 2018 as a leading source for independent and high-quality data, information, research and analysis on mixed migration. MMC aims to support agencies, policy makers and practitioners to make well-informed decisions, to positively impact global and regional migration policies, to contribute to protection and assistance responses for people on the move and to stimulate forward thinking in the sector responding to mixed migration. Since 2016, DRC/MMC have been implementing the Mixed Migration Monitoring Mechanism Initiative (4Mi) in Asia studying Afghan displacement, which is now being expanded to include other Asian migrants. 4Mi collects data through in-depth structured interviews, identifying protection risks, conditions, experiences and trends faced by people on the move. 4Mi fills information gaps around protection and vulnerabilities with a view to informing policy and humanitarian programmatic response as well as enhancing sector understanding and knowledge on migration dynamics.

About the job

As the Mixed Migration Centre Manager for Asia, you will be responsible for the overall strategy and implementation of MMC Asia. Your main duties and responsibilities will be:

· Manage the MMC Asia and its team, currently a 4Mi Project Manager and 3 4Mi project staff and a research officer.

· Manage regional projects funded by various donors. This includes donor reporting and outreach.

· Continue to develop MMC Asia reputation as the go-to resource on mixed migration in the region and dDevelop the expanding role of MMC Asia, including strategy development.

· Actively seek out and funding opportunities to ensure budget coverage for activities and staffingraising.

· Develop and implement, in close coordination with the DRC Regional Office and MMC Geneva the strategy and work plan for MMC Asia.

· Maintain and manage the regular dissemination of MMC products such as monthly summariesquarterly mixed migration updates, trend analysisarticles, 4Mi snapshots maps and research reports and papers.

· Coordinate and manage sector-leading research initiatives and analysis. Produce high-quality research output (report, papers, articles) and in-depth analysis on trends in mixed migration in the region in English..

· Recruit and manage external consultants working on research projects.

· Take overall responsibility for the 4Mi initiative in the region. Closely manage the 4Mi project manager to ensure the quality of the 4Mi programme.

· Contribute to DRC/MMC policy influencing in the region.

· Represent MMC Asia in regional fora (conferences, working groups, etc.) and coordinate with relevant regional partners (IOM, UNHCR, other UN agencies, NGOs, donors and embassies, etc.).

· Closely coordinate with the DRC Regional Office, including regional and country protection staff to create effective synergies and contribute to evidence-based programming and advocacy. Participate in relevant DRC internal meetings.

· Closely coordinate with the DRC Regional Office, MMC Geneva and the other MMC regional hubs.

About you

To be successful in this role we expect you to have strong project management skills, a dedicated interest in mixed migration flows with proven experience in leading and conducting research. Minimum 5 years of senior working experience in Advocacy and Policy analysis and development at field level for an I/NGO Moreover, we also expect the following:

  • Required

· Experience within and knowledge about displacement issues including refugee, IDP and vulnerable persons related international regimes and national policies

· Experience of influencing, policy development and information provision on humanitarian and development issues

· Extensive knowledge of refugee rights and international humanitarian and human rights law.

· Understanding of UN and donor operations at country and regional level.

· High level analytical and strategic thinking skills.

· Contextual knowledge of the Asia region, particularly of the conflict dynamics in Afghanistan and Myanmar as well as the Mixed migration trends in South and South East Asia preferred.

· Cultural awareness and ability to build relationships and alliances quickly with a wide variety of people.

· Patience, adaptability, flexibility, ability to improvise and remain responsive and communicate clearly and effectively under pressure.

· Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.

· Strong communication (written and spoken), and interpersonal skills, with experience in coordinating multicultural teams.

· Good IT command

· Advanced university degree in International Political Sciences, Social Sciences or similar;

· At least 5 years' experience in a project/ program management role involving responsibility for developing new and successful proposals
At least 3 years' experience with people management;

· Strong background in migration and having a clear understanding of the regional mixed migration dynamics in Asia;

· Strong analytical and writing skills in English;

· Proven track record of producing and managing high quality research publications in English;

· Proven experience in leading and conducting regional and mulit-countryg research;

· Proven programme management skills;

· Field protection experience is an added advantage;

· Excellent communication and networking skills;

· Human rights/protection knowledge and knowledge of international refugee law
