Livelihoods Coordinator - Food Security and Economic Recovery (SARE)

General objective of the position

  • Define the policies and programs of the organization in the sectoral domain.
  • Provide technical expertise and oversight for programs

This role is country-centered and ensures technical quality for DRC's SARE activities in DR Congo. It contributes to the development of the country's strategy, which is translated into action plans and project oversight. The role provides technical support and / or advice to in-country operations while overseeing in-country activities. It also contributes to sectoral assessments, team training, and project development.

General programming and operations

  • Define DRC's programmatic strategy with regard to the SARE sector, in accordance with the country programmatic strategy
  • In collaboration with regional experts, develop rapid training courses on permaculture, urban agriculture, sustainable agricultural techniques, takeover of IGAs, market analysis and added value, etc.
  • Conduct rapid market assessments in DRC intervention areas
  • Contribute to the daily functioning thanks to their in-depth knowledge in a specific area, and ensure the quality of SARE programming in the country
  • Support recruitment of SARE roles
  • Ensure effective and efficient implementation of programs while respecting budget and work plan and ensure procurement is tracked and on time.
  • Support the program team to develop guidelines and implement activities related to Cash (distribution, cash for work, etc.)
  • Participate in the preparation of highlights / monthly / quarterly / annual reports and proposals and budgets for donors
  • Train colleagues in coaching and strengthen the implementation of programmatic activities
  • Promote capitalization, technical development and research within the SARE department
  • Formulate clear and reasoned recommendations on the functioning and positioning of the department, as well as on the management of the department's resources
  • Make decisions based on DRC Policies and Standards and advise other DRC sector experts on SARE

Project development

  • Provide technical advice and assist in writing project proposals
  • Assist in the development of plans and budgets for projects with a view to their financing
  • Help develop tools for monitoring and evaluating projects
  • Assist in project design, implementation, reporting and MEAL activities
  • Prepare weekly, monthly, quarterly and annual reports to relevant authorities as required

Coordination and representation

  • Collaborate with internal and external technical experts on issues related to the sector concerned
  • Represent the DRC at relevant coordination meetings
  • Ensure the integration of sectoral activities with other sectors of the DRC
  • Coordinate with sector counterparts in other locations the implementation of jointly funded projects
  • Ensure good representation and reputation of the sector at all levels
  • Actively participate in the internal coordination meeting
  • Ensure and actively participate in regular sectoral meetings

The Livelihoods Coordinator will report to the Deputy Country Director with a technical reporting line to the Regional Livelihoods Coordinator

Experience and technical competencies:

  • Master's degree in Agronomy, Agroeconomics, Economics, Political Science, International Development, or other diplomas relevant to the position
  • Minimum 3-5 years of practical experience in the sector working for an INGO
  • Documented skills in project planning and design, writing, calculation and technical writing
  • Previous experience in implementing programs including food security and economic recovery, including cash distribution and cash for work
  • Excellent skills in MS Word, Excel and PowerPoint
  • Experience in project development
  • Experience working with national partners, local / government authorities and United Nations organizations
  • Having experience working in a consortium will be an asset.


  • Professional mastery of French and English

Contract: One year contract with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for international staff graded at Employment Band NM.G

Availability: October 2021

Duty station: The position is based in Goma, Congo. This position is non-accompanied.
