Chief of Party I - Tanzania Horticulture Activity

As Chief of Party, you will provide leadership and overall management of the upcoming USAID-funded Tanzania Horticulture Activity to serve the poor and vulnerable. Your leadership, management and technical knowledge will ensure delivery of high-qu ality programming and advance the position of CRS as a leading agency in the agriculture field. As a senior leader you will proactively manage security and mitigate security risks.
Position is contingent on receipt of donor funding

Preferred Qualifications

  • At least 5 years’ experience in private sector working in Horticulture / high value agricultural crops, preferred horticultural experience in export and national markets.
  • Familiarity with Federal Acquisition Regulations (FAR) and Agency for International Development Acquisition Regulations (AIDAR)
  • Recognized leader in sector as demonstrated by peer reviewed publications, conference presentations etc.
  • Demonstrated experience of successful program management, including management of complex, high-value, multi-activity projects, with complicated logistics.
  • Experience in commercial transaction with international buyers, considerable experience in horticultural management and food safety regulations.
  • Solid understanding of BRC and FSMA regulations, phytosanitary regulations and processes, HACCP knowledge to meet international and national food safety and quality assurance stan dards.
  • Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.
  • Ability to represent and present at high levels.
  • Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.
  • Experience implementing and managing USAID contract mechanisms including, but not limited to, Cost-Plus Fixed Fee and Firm Fixed Price type agreements.

Required Languages - Excellent command of written and spoken English required, Swahili highly desirable.
Travel - Must be willing and able to travel up to 30 %.
Supervisory Responsibilities: Deputy Chief of Party, Finance Officer, Technical Advisor, MEAL Officer
Key Working Relationships:
Internal: Country Manager, Head of Programming, Operations Manager, Finance Manager, and Human Resources Manager
External: Partner Staff, Local Government Authorities
Basic Qualifications

  • Masters degree in International Development, International Relations, Business Administration or a relevant technical area. PhD preferred.
  • 7 or more years’ relevant management and technical experience.
  • 5 years experience managing donor funds, including multi country assistance agreements and USAID contracts. Strong knowledge and experience in budget management.
  • 5 years of staff management experience and abilities that are conducive to a learning environment. Experience in mentoring and coaching senior program staff.
