The Global Advocacy Business Manager will provide leadership and strategic support for operational and business aspects of the Global Advocacy Team (GAT).

The Global Advocacy Business Manager reports to the AVP of Global Advocacy and serves as an integral member of the team and will work closely with colleagues working to advance CARE’s global advocacy agenda and contribute to our overall impact. The position will be the team lead for our budget liaison, grant managers, fundraisers and program officers contributing to our team’s financial and operational health. This individual will need to bring a strategic lens to lead the planning and growth of the team.

This role provides regular analysis of financial resources to support making strategic investment decisions. In addtion, s/he will manage pipeline opportunities across all fundraising channels and support budget development/cost templates to assist CARE in proposal submissions and ensures that all relevant forms, representations, certifications, and other forms are understood and included as appropriate. He/she will ensure procurement and contract compliance for working with internal and external partners while advocating for our values around equity, transparency and power shifting in his/her day to day work. Importantly, s/he must maintain oversight of projects and the operational efficiency of the global advocacy team and will ensure team leadership has a clear understanding of goals and timeliness of plans.


  • Oversee and liaise with all operational colleagues serving GAT

  • Bachelor’s degree from accredited college or university (or equivalent degree of experience and education)
  • 5+ years of experience in managing grants and finance and business operations in large, international organizations
  • 5+ years developing and managing budgets of 1-3M+
  • 5+ years of international nonprofit experience
  • Experience with CARE’s business processes—including grants management and finance, HR, procurement, logistics, budget development/management, and proposal development; experience with the technology/systems that enable these processes
  • Working knowledge of CARE’s fundraising & proposal development, brand & marketing, program impact measurement, and
  • Experience in facilitating groups to identify business process issues and improvement objectives; ability to operationalize process improvements
  • Ability to establish a collaborative environment and to motivate and build consensus among team members and stakeholders
  • Excellent leadership skills, team building and management skills; experience in supervising, coaching and mentoring others
  • Excellent communication skills
  • Experience in developing and reporting key performance indicators
  • Ability to envision what needs to be done and conceptualize an approach for how to get it done
  • Exceptional skills in MS Office Excel, PowerPoint, and Word
