- You are responsible for overseeing the development and implementation of the country strategy in Helmand and the implementation and impact of the base program portfolio that effectively addresses the underlying causes and effects of malnutrition in line with ACF's values (Charter), Programming Principles, and Strategy
- You also ensure that ACF systems / procedures are in place and being properly implemented, and that they ensure the proper management, well being and safety of ACF staff, and the proper use of ACF resources
- You lead and manage the ACF Helmand team to ensure the implementation of programs, manage the field team in achieving ACF's global mission in the area and ensure the proper use of resources in achieving impact for the local population
- You are responsible for maintaining compliance to the mission and base security protocols and for ensuring their regular update in response to changes in the security environment. This will include coordinating a response and action in circumstances of a security event taking place in coordination with the Kabul management team
- You are responsible for establishing and maintaining good working relationships with host government officials and other partners. The will include representation of the organisation, mission and its values with external stakeholders in Helmand


- You hold a Master's degree or equivalent in development, international affairs, humanitarian aid, public health, economics or similar fields
- You have at least 3 years' experience with humanitarian NGO, with at least 2 year in a managerial role and 1 year in security volatile context, previous ACF experience would be an advantage
- You have technical knowledge of standard logistics, financial and HR procedures and practices, knowledge regarding program management on the field, a substantial knowledge of security management
- You have expertise in modern access and security practices and global issues affecting the aid sector and have comprehensive knowledge of the Afghan political and security context
- You have experience in crisis/incident management, and incident reporting, mapping, and quantitative analysis
- You have excellent negociation skills and have a great sense of the diplomacy
- You are able to work within a multi-cultural and multi-ethnic team, whith heavy movement restrictions
- You have good interpersonal, organizational, multitasking and communication skills
- You have a high capacity of work, able to overcome stress and work under pressure, with high degree of flexibility
- You have consolidate experience of project cycle management and using participatory tools and methodologies for assessment, programs identification, implementation, monitoring, evaluation and learning
- You have the ability to demonstrate leadership in representation with other humanitarian actors, and taking a leading role
- You know the main donors policies, requirements and partnerships
- You adapt to the beneficiary' needs while balancing community' and security actors' demands
- You master strategic planning and program design and development, including able to articulate program management best practices
- You are fluent in written and spoken English


Contract: 6 months fixed term contract under French legislation
Remuneration and benefits :
- Monthly gross salary: EUR2450 to EUR2800 upon experience
- Per diem and living allowance: EUR463 (cf eurocost) net, field paid.
- + EUR 450 gross monthly allowance related to the context.
- + 16 % of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
