Context:

There are approximately 1.8 million Internally Displaced Persons ( IDP) in Iraq (out of a total of 6 million persons displaced during the height of the conflict). More than 4 million people have returned to their communities but return rates have levelled out in recent months. Of those who remain displaced, over half have been displaced for more than three years. Although major efforts are underway to rebuild the country and jumpstart local economies, significant barriers to return endure, including security concerns, lack of social cohesion, issues related to documentation, lack of livelihoods, and destroyed or damaged housing. With protracted displacement expected to endure in the coming years, working towards durable solutions for this population will be at the forefront of Community Stabilization programming in 2021. Community Stabilisation Unit (CSU) aims to address the drivers of conflict and displacement through a community driven and led approach to promote resilience, social cohesion, and improved mental and emotional wellbeing in target areas. Through five integrated pillars: Social Cohesion, Mental Health and Psychosocial Support (MHPSS) and Protection, Livelihoods, Community Service and Quick Impact Projects, and Prevention of Violent Extremism (PVE) programming, IOM’s stabilization programme supports IDPs and returnees to regain a sense of safety and security, increase self- and community efficacy, and develop tools to deal with the past, and regain hope and agency in the future.

Under the overall supervision of the Head of the Community Stabilization Unit, and the direct supervision of the Senior Programme Coordinator, Community Stabilization, the successful candidate will be responsible contributing to reporting on IOM’s community stabilization programming in Iraq Country Office ( CO) with particular focus on monitoring, evaluating, and contributing to strengthening CSU’s approach to stabilization in Iraq.

Core Functions / Responsibilities:

  1. Monitor, evaluate, and contribute to reporting on IOM’s community stabilization programming in Iraq CO, check that targets are met in accordance with relevant workplans and recommend ways to strengthen Programme quality and relevance.

  2. Contribute and provide technical inputs to the programme design and development, including donor relations, concept note, proposal and logframe development, coordinate and facilitate the communications between the relevant units to ensure the key reporting deadlines are respected in line with IOM and donor expectations.

  3. In coordination with IOM’s Monitoring, Evaluation, Accountability and Learning (MEAL) and Programme Support Units (PSU), support the Senior Programme Coordinator in reviewing new proposals and result matrices to check that strong frameworks are in place to monitor programme/project results and impact. Provide technical guidance on reporting methodology and analyze progress against the project results matrices.

  4. Assist in coordinating the compilation of reports and papers on IOM strategic approaches, documenting lessons learnt and good practices, and priorities for internal and external distribution. Research, draft and submit documents necessary for project development, reporting and donor liaison purposes.

  5. Under the guidance and in coordination with the Senior Programme Coordinator, collect qualitative and quantitative feedback/data on CSU projects in coordination with field staff, project partners, and other local stakeholders, providing feedback and recommendations to strengthen the quality and relevance of Programme activities.

  6. Contribute to the analysis and dissemination of information by checking the quality and accuracy of data and information collected and ensuring the timely entry into the appropriate databases. Check that information/data are collected in compliance with the monitoring, evaluation, accountability and data principles and requirements.

  7. Identify capacity building opportunities and facilitate internal learning. Provide training to the staff of CO on reporting, Monitoring and Evaluation (M&E), and M&E design and implementation processes with implementing partners and primary stakeholders.

  8. Participate in evaluations by facilitating access to required data and information and in disseminating evaluation findings and recommendations while checking gender and protection mainstreaming within all monitoring, evaluation, and reporting activities.

  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in project monitoring, evaluation and reporting;

• Experience in the design and/or implementation of community stabilization and/or Mental Health and Psychosocial Support (MHPSS) interventions in conflict and/or post-conflict settings;

• Experience in liaising and building effective partnerships with donors, government authorities, and/or other national/international institutions, such as research institutions and local and international NGOs; and,

• Experience in capacity building of local organizations and/or grant management.

Skills

• Proven ability to supervise, train and direct staff, and manage operations in complex post-conflict contexts.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic and/or Kurdish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
