Chemonics seeks an HR manager who will be responsible for managing the HR coordinators performing the day-to-day HR service and support that impacts an employee’s lifecycle, from on-boarding to off-boarding, to ensure compliance with Chemonics’ policies, procedures, and government regulations. The HR manager supports divisional and HR strategic goals and initiatives. We are looking for individuals who have a passion for making a difference in the lives of people around the world.


  • Manages the day-to-day work of a team of HR coordinators tasked with executing transactions throughout the employee lifecycle including on-boarding, employment changes, off-boarding. Supervises, develops, and evaluates assigned staff. Ensures staff receive regular constructive performance feedback, prompt resolution of problems, and time and opportunity to grow professionally.
  • Creates a standard of proactive customer service for the Lifecycle team
  • Ensures the quality assurance of and makes recommendations to improve lifecycle processes as it relates to HR systems, policies, and procedures.
  • Partners with the HR coordinators to resolve complex and or/sensitive HR issues as they relate to the employee lifecycle for home office staff, expats, and third-country nationals (TCN).
  • Coordinates with HRIS, Benefits, F&A, D365, GTID and other teams to troubleshoot issues with HR systems.
  • Leads, coordinates, or participates in activities related to implementing HR and corporate policies, strategies, goals, or initiatives that contribute to increasing the function of the Lifecycle team.
  • Works closely with HR Business Partners/Talent Managers to gather necessary documents and advise U.S. immigration cases. Inclusive of explaining visa options, working through the potential complexities of visa and green card sponsorship, and, when required, serving as the main point of contact with legal counsel
  • Serves as an expert regarding Chemonics’ policies and donor regulations that support projects to ensure the appropriate application of those policies and regulations, including but not limited to: hiring mechanisms, billability of medical clearances, use of leave at the end of employment.
  • Serves as an advisor to HR in the business lines regarding appropriate consultant engagements, contract template edits, and best practices for hiring.
  • Interprets and responds to requests in a timely and compliant manner, in line with Chemonics’ policies, clients, and applicable labor law and governmental regulations.
  • Serves as a back-up for front-line HR Business Partner support for one or more support divisions, as necessary
  • Develops and maintains guidance documents and templates for HR tools and resources available via the GlobalQMS and myHR to ensure compliance with Chemonics policies and standard practices
  • Generates reports from HR systems upon request for analysis of trends.
  • Performs other duties and responsibilities as required.


  • Minimum 3 years of administrative and/or technically relevant work experience.
  • Previous supervisory experience preferred.
  • PHR/SPHR preferred.
  • Bachelor’s degree required, or equivalent combination of education and work.
  • English proficiency required; foreign language skills a plus.
  • Knowledge and demonstrated application of relevant employment laws, regulations, and trends.
  • Knowledge of company’s main client and its operations preferred.
  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and to lead presentations, training courses, and effective meetings.
  • Strong organizational skills, word processing abilities, and attention to detail.
  • Strong knowledge of MS Office applications.
  • Ability to work both independently and as part of a team.
  • Demonstrated ability to manage staff, project teams, and other initiatives.
  • Demonstrated integrity, discretion, independent thinking, judgment, and respect for others.
