General Description of the Programme:

GOAL an International Humanitarian Organization has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

Job purpose:

A key function A key function of this position is to lead a team of 3 to perform emergencies program activities including but not limited to needs assessment, distributions (in-kind & cash) related activities, market related activities, redemption activities, trader activity.

Duties, objectives and competencies

The post holder will be responsible for the following duties in relation to emergencies programme activities:

  • Effective and constant communication with local councils and communities, providing a basic information about Goal and its program in Syria as needed.
  • Registering the relief committees as needed.
  • Conducting a Rapid need assessment prior to emergency response window.
  • Inform relief committees about GOAL program and any details as needed.
  • Assist DPM to develop daily and weekly Plan.
  • Provide leadership/ supervision to other members of the team in each stage of any of program activities, including:

  • Coordinating with the relief committees about all matters related to the planned activities in advance.

  • Make sure that all required papers are present and correct

  • Identify tasks for all his team members

  • Full supervision of the work team and follow up performance and commitment to work procedures

  • Permanent coordination during the activity period with the relief committee to deal with any difficult might arise.

  • Ensure that all documentation resulting from the activity performance is correct and completed

  • Submit a report to the DPM containing all that is necessary to inform him of the result of the achieved activities.

  • Transport: be ensure that driver/ transport is available when needed by the team.

  • Security: be ensure in advance that security situation is suitable for doing activity via asking villagers and committee on any updated security information.

  • Provide the program management with a daily update at the end of each day on the following:

  • Security situation in the GOAL villages and neighbouring villages.

  • Program progress made during that day compared to the plan.

  • Any difficulties encountered and how they were overcome.

  • Community complaints or relief committee complaints.

  • Inform the program manager what documents from your team are not yet updated on database.

  • Observations about other organisations doing relief/ humanitarian work in the villages where GOAL works.

  • Other tasks assigned by supervisor.

Requirements (essential)

  • University Graduate (this should be essential for DPM, I moved it from desired to here)
  • At least three years’ experience in one of the following (Emergency response, NFI & Food distribution, vouchers, and/or hygiene).
  • Has a knowledge and believing in humanitarian principles
  • Flexible about working long hours, at night, and in unsecure situations
  • Availability to travel for up to 80% of the time, work and stay overnight in programme areas when needed
  • Fluent in Arabic (writing, reading and conversations)
  • Familiar with chat applications
  • Some computer skills (MS Word and Excel)
  • Hard working, On time, & Details oriented.
  • Respectful of the community and other staff members
  • Thorough in maintaining documents
  • Represents GOAL in a professional manner.
  • Has a high communication skill.

Requirements (desired)

  • Previous experience in cash distributions.
  • Good English writing and reading skills.
