Chemonics seeks a deputy chief of party (DCOP) for the anticipated USAID Bureau of Humanitarian Assistance (BHA) funded Regional Disaster Assistance Program (RDAP). The DCOP will work with the chief of party to oversee project activities across more than 30 countries in Latin America and the Caribbean, take responsibility for successful performance of regional teams, and liaise with national and local stakeholders and BHA. Individuals with experience working with BHA on disaster management and response programming are highly encouraged to apply. This program is in the proposal stage and the position is contingent upon the future solicitation and USAID’s award decision for the new program. This role is based in San Jose, Costa Rica, with expected frequent international travel to other countries in the region, depending on project needs. Responsibilities include:

  • Support the Chief of Party in providing leadership, technical direction, and oversight for project activities and ensuring that targeted results are achieved
  • Lead technical implementation of project activities, ensuring that they are synergized and complement each other throughout the region
  • Develop, communicate, and present the project’s strategic vision to staff, BHA, and all counterparts and stakeholders
  • Deliver effective strategies to support USAID to lead responses to natural disasters and complex emergencies; and build capacity of national emergency management systems, ministries, communities, and local and regional entities to mitigate and respond to disasters
  • Provide guidance and technical direction to project partners
  • Supervise the performance of staff and consultants, such as regional and subject matter experts
  • Lead meetings and maintain relationships with local government officials and relevant stakeholders to build relationships of trust and cooperation to respond to and prepare for disasters effectively

Qualifications:

  • Advanced degree in international affairs, economics, environmental studies, public administration, public policy, business administration, or another relevant field; relevant post-education experience may be considered in lieu of an advanced degree
  • Minimum of 7 years of international development experience, preferably in Latin America or the Caribbean. A minimum of 2 years of field experience on a BHA or similar project, including supervisory experience leading and mentoring host-country teams
  • Demonstrated capacity to manage regional teams and subcontractors on complex donor-funded programs of at least $5 million dollars
  • Experience working with USAID/BHA highly desired
  • Demonstrated technical expertise in disaster assistance, management, response, and disaster risk management required
  • Ability to lead and coordinate responses to natural disasters and complex emergencies
  • Experience building capacity of national emergency management systems, local ministries, communities, and other local and regional entities highly desired
  • Ability to communicate clearly and concisely both orally and in writing
  • Ability to establish a common vision for regional teams and promote a culture of collaboration through effective leadership
  • Experience implementing projects with gender and protection considerations, ensuring program outcomes meet the needs of women and girls and other vulnerable groups (i.e., indigenous people, individuals from LGBTI communities, and individuals with disabilities)
  • Ability to liaise and navigate effectively with government agencies, host-country government officials, universities, private sector stakeholders, and other donors
  • Outstanding problem-solving skills, resourcefulness, and flexibility
  • Demonstrated leadership, versatility, and integrity
  • Fluency in Spanish and English required
  • Ability to relocate to San Jose, Costa Rica
