JOB PURPOSE:

Under the supervision of Protection Advisor, The Child Protection in Humanitarian Action (CPHA) Specialist will provide technical support in project proposal design, implementation, monitoring, evaluation and documentation for multiple CPHA projects in Syria, Jordan and Turkey. S/he will identify capacity gaps and training opportunities for WV staff and partners in the CPHA component, and will work with rest of the protection team to strengthen internal Safeguarding policies and procedures. The CPHA Specialist will represent WVSR in inter-agency forums and clusters in Syria, Jordan and Turkey as delegated by the Protection advisor.

MAJOR RESPONSIBILITIES:**

Capacity development:

Project activities are technically supported and guided in accordance with the approved projects documents, sectoral guidelines, SOPs, strategy and the overall strategic objective for Protection:

a) Provide training and other capacity building activities for CPHA teams to ensure that partner’s child protection programing meets the required technical expectations/is in line with relevant programing guidance and humanitarian standards.

b) Work with protection and non-protection partner to improve quality of services by ensuring the integration and mainstreaming of CPHA when possible.

c) Assist to provide trainings on CPHA and other related topics and support within WV sectors, such as health, wash, education and livelihood.

Quality Assurance and Impact:**

a) Provide sector leadership for timely and appropriate delivery of CPHA (Child Protection in Humanitarian Action) sector activities including but not limited to PSS activities for children and caregivers, CP and GBV case management and parenting programs.

b) Conduct field spot checks on bi-monthly basis to monitor progress of projects and discuss challenges with field teams and to ensure field alignment to Safeguarding requirements.

c) Ensure technical quality (based on global and WV standards) of project progress reports, and other information as required, for support offices and donors.

d) Support the strategic direction of CP activities under active projects including but not limited to PSS activities for children and caregivers, CP and GBV case management and parenting programs.

e) Ensure the proper implementation of WV models; including Activity catalogue, gazing ahead, Peace building, IMPACT+, PSS for adults, CP&A and others.

f) Conduct weekly meetings for the core (CPHA) team in Jordan, Syria and Turkey, sharing lessons learned, experiences, observations, obstacles and reviewing and updating the projects plans of actions.

g) Lead the reporting on the CPHA activities in Jordan, Syria and Turkey including monthly qualitative reports for each partner, quantitative and qualitative weekly updates for the protection advisor, donors and other departments as requested.

h) Ensure staff compliance with World Vision’s policies and CPHA standards.

Proposal development:**

a) Support the Protection advisor in providing inputs for GAM and Project Managers with technical advice when:

o Communicating with donors and communities respectively.

o During drafting of new proposals, ensuring it matches with program objectives and donors’ requirements.

b) Provide input into budget of technical components within new proposals.**

Coordination, Engagement and advocacy:**

a) Represent WV at different coordination forums such as but not limited to CPPSS, CPHA, GBV working groups, ICGBV consortium and clusters.

b) Together with protection team and relevant coordination mechanisms, identify opportunities for advocacy on issues related to CPHA externally and internally; WV communities of practice.

c) Coordinate with other relevant internal stakeholders at WV; regional and global.

d) Liaise with international and local NGOs and government authorities to influence and scale evidence based practices in CPHA.

Other tasks as required by direct supervisor could be added to this section following the areas of expertise.**

Safeguarding:

a) Ensure that for external communications the Safeguarding communication standards are applied.

b) When needed and experience applied the CPHA specialist will contribute to safeguarding response to incidents, inductions and training to new staff, including refreshers to existing staff as delegated by the Protection advisor.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:**

Required Professional Experience

· A minimum of 5 years’ professional experience in leading/managing Child Protection projects in humanitarian contexts, with significant experience in integrating children’s issues across sectors.

· Understanding of the CPHA context in Syria, Jordan and Turkey.

· Working knowledge of Child Protection programming. Knowledge of the Minimum Protection Standards (MS for CP in Humanitarian Action; Inter-Agency Guideline on Mental Health & Psycho-social Support) and experience in active participation on key coordination forums

· Excellent analytical interpersonal and negotiation skills and ability to think strategically.

· Independent and creative with strong sense of priorities and organizational skills.

· Excellent English communication skills (oral / written). Good Arabic communication skills (oral / written) preferable

· Understanding of project timelines, budgets and deliverables.

· Ability to lead/contribute to multi or single sector assessments from CPHA perspective and inform program design based on assessment results and analysis

· Ability to persuade and influence

Required Education, training, license, registration, and certification

· Bachelor level qualification in Social Sciences, Law, Psychology or related fields.

· Knowledge and networks of key stakeholders in the sector.

· Knowledge of national protection systems and an understanding of their strengths and weaknesses.

· Holistic understanding of child wellbeing recognizing the physical, spiritual and psychosocial wellbeing of children.

· Familiarity with child exploitation issues emergency relief, UNCRC and experience in the field of child protection.

· Strong English communication skills (oral and written)

Preferred Knowledge and Qualifications

· Master’s Degree in the above mentioned areas.

· Experience participating in program implementation, monitoring and evaluation processes.

· Experience with faith, community based and child focused empowerment programs.

· Experience in research and application of evidence-based project models/approaches
