The Opportunity

The position is responsible to ensure that Asia Region holds robust mechanisms on awareness, prevention, reporting, responding, offering support to employees in need in relation to SCI Staff safeguarding policies and procedures including any forms of harassment, bullying and disrespectiful behaviours. Staff Safeguarding is defined in the SCI Safeguarding Policy Framework and includes safeguarding of volunteers and partner staff. S/he will also play a key role in addressing employee critical concerns/grievnaces and supporting Managers in this regard. This postion will lead and oversee risk management related to staff safeguarding and employee relations, provide technical expertise, build capacity and guidance to Country Offices, strengthen systems and ensuring communication with relavant stakeholders.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Responsibilities

1. Ensure SCI staff safeguarding principles, policies and procedures are adhered in Asia Region including all country offices.
i. Ensure Asia regional country offices play proactive role in ensuring that safe, non-discriminatory and respectful environment exist for all employees. Strengthen systems, tools to monitor the environment regularly.
ii. Provide support to Country Directors, HR Directors on investigation protocols and disciplinary procedures ensuring legal compliances both from SCI and country perspective are met.
iii. Consult with SCI legal councel and country specific legal councel as required.
iv. Manage incidents on violation of SCI safeguarding policies in any form of harassment, sexual harassment, bullying and disrespectiful behaviours.
-Lead crital case investigations starting from developing TOR, working with Senior Management and closing the case.
-Lead/be part of investigation panel.
v. Manage Cases using SCI online system (DATIX - an online reporting and case management portal) for Asia Region:
-Ensure timeliness of review and closure of reported cases in Datix
-Keep to global standards of timeline; tracking progress and follow up with country offices before actions are overdue
-Ensure that data and report input into Datix fields are aligned with global standards and requirements
-Prepare initial and final incident reports for higher authority reporting ( e.g. Members, Charity Commission, etc.)
-Update Regional HR Director on critical reporting and closer issues.

2. Capacity building in country offices based on annual safeguarding plans, risk assessment and incident follow-up
i. Support country offices to take proactive steps to minimize risks related to safeguarding.
ii. Technical support in rolling-out global safeguarding priorities
iii. Train country office leads on investigation skills and use of the online reporting system (Datix)
iv. Develop a pool of skilled investigators for Asia region
v. Review case lessons learned and share periodically with all relevant people.
vi. Share new information and communications materials on safeguarding and adapt to the regional / local context.

3. Represent and provide insight and recommendations on reporting trends
i. Represent in Critical Inicident review committees as required.
ii. Provide input to monthly/quarterly narratives to Asia Regional Senior Management and country offices
iii. Track Staff Safeguarding Dashboard and propose interventions to RHRD

4. Employee Relations for Asia Regional Office:
i. Listen to and address employee concerns to encourage a supportive atmosphere in the workplace.
ii. Handle grievance and complaints to protect the interests of all parties involved. Facilitate discussions/ negotiations related to grievances.
iii. Provide support to Line Managers on how to effectively deal with employees, especially in conflicting/ difficult situations.
iv. Provide consultative support to country offices on grievance handling.

5. Ready to be deployed to humanitarian responses and/or support responses as needed

6. Carry out any other duties either in addition to or instead of those outlined above which may reasonably be required from time to time.
