Background:

People in Need (PIN) is a Czech Republic-based NGO globally working in the relief and development sectors. PIN has been active in Ukraine since early August 2014 and the humanitarian program has been rapidly expanding since then. Currently, PIN is one of the major humanitarian and aspiring development actor in eastern Ukraine providing neutral and independent humanitarian aid to conflict-affected people, as well as early recovery and development assistance in the east of Ukraine.

The PIN representative office is located in Kyiv. PIN’s field office in Sloviansk functions as the main base for PIN’s operations in the government-controlled area and supporting office for the PIN field office in Stakhanov (Luhansk NGCA). PIN works in urban and rural locations, providing assistance to conflict-affected populations within the Shelter/NFI, WASH, Food Security, Protection and Livelihoods sectors. Total volume of the current programs is 6 million USD funded by ECHO, BHA, UHF, UNICEF and other donors. Currently, in the context of eastern Ukraine, PIN seeks to achieve a smooth transition - where possible - from emergency humanitarian assistance towards early and longer-term recovery, stabilization/peacebuilding and development efforts in the region. Humanitarian aid will continue to be provided to the most vulnerable people affected by the conflict, notably along both sides of the contact line and in non-government-controlled areas (NGCA).

Responsibilities:

The Programme Director (PD) supervises the entire programme portfolio of humanitarian and recovery/development projects, with specific responsibility for expanding the portfolio under a Nexus agenda and on humanitarian access. To do so, the Programme Director is responsible for defining programmatic strategies and planning on the basis of the overall Country Strategy (2019-2022; and following one), including formulation of new proposals and continuous quality improvement of programmatic work. The PD works closely with Advocacy to generate evidence and formulate key messages to influence positive change. Together with the Country Director, the PD represents PIN to donors and partners, ensuring that PIN is recognized for its field experience and models of action. Internally, the PD contributes to a positive working environment for program staff and ensures that Safeguarding is integrated into programming.

Internal relations:

The PD reports directly to the Country Director who provides direction and general supervision. The PD serves as the line manager for Emergency Coordinator, Technical Advisors, Grants and Reporting Manager, Head of MEAL, part of the team of Heads of Project, and works closely with the Head of Systems and Operations, Advocacy Manager and Desk Officer.

External relations:

In coordination with the Country Director and the Advocacy Manager the PD attends meetings with donors, government partners, international organisations, local and national partners, regional and local authorities, other agencies, clusters, coordination bodies, etc.

Specific duties and responsibilities:

Strategic planning and Senior Management:

  • Assist the Country Director in the management of the Country mission and participate in senior management meetings and strategic decision making;
  • Lead the program side of the development and roll-out of the Country Strategy;
  • Ensure that the overall program is designed, managed and implemented in conformity to People in Need’s policies, strategy and guidelines and appropriate to program needs;
  • Support the development of an organizational culture that reflects PIN’s values, promotes accountability, Safeguarding, and high performance, encourages a team culture of learning, creativity and innovation, and frees up people to deliver outstanding.

Portfolio management:

  • Ensure effective and quality management of PIN’s programme through line management of Emergency Coordinator, Heads of Projects, Technical Advisors, the Grants & Reporting team, and MEAL Unit, oversight of key processes and indicators, and internal reporting;
  • Ensure that projects meet high standards in terms of design, implementation and MEAL through proper Project Cycle Management;
  • Ensure humanitarian principles, Conflict Sensitivity, Gender, Protection and other cross-cutting themes as relevant are mainstreamed, safeguarding integrated, and the program strategic plans are followed;
  • Ensure timely access to HQ Knowledge and Learning Department Advisors’ support and involve new expertise as required to support Heads of Project and other program staff in various phases of the Project Cycle Management;
  • Ensure that the Grants and Reporting unit maintains an adequate system and good practices for tracking grant management performance, for donor liaison, and for contributions to audits; all with due respect of compliance requirements, high quality programmatic standards, and data protection requirements;
  • Validate timely and high-quality reporting to donors and HQ; as well as oversee the good completion Ensure that the MEAL Unit maintains an adequate monitoring, evaluation, accountability and learning system and good practices to measure achievement and progress toward program goals and to validate Lessons Learned of projects; all with due respect of high quality programmatic standards, and data protection requirements;
  • Coordinate with Advocacy team for the identification of issues for evidence building to contribute to Advocacy strategy;

Programme Development:

  • Network with a range of existing and potential partners and stakeholders in view of the Country Strategy, in close coordination with the Country Director and Advocacy Manager;
  • Identify strategic entry points and approaches both under Nexus and Access agendas, and work with others to develop relevant models of action, pilots, innovations and opportunities for scale-up; participate in relevant working groups, networks and internal and external initiatives on the matter;
  • Initiate or contribute to new partnership development through strategic guidance and oversight of the process of partnership development, with due guidance on INGO approaches to supporting local civil society as well as humanitarian principles;
  • Oversee the overall funding processes to expand the program portfolio. This includes providing strategic guidance and inputs for developing funding strategies in line with the program goals and Country Strategy; review and update program strategies as necessary; and drafting of concept notes for proactive, unsolicited applications to donors;
  • Through the supervision of the Grants and Reporting Manager, ensure the principled and streamlined process of proposal development, through early identification of funding opportunities, transparent Go-No Go decision-making with management team, proposal development coordination; documentation and lessons learned of proposal development processes;
  • Within the framework of the proposal development process coordinated by the Grants & Reporting Manager, actively contribute strategic guidance and content into new proposals, collaboratively working with the Emergency Coordinator, Technical Advisors, Heads of Projects, MEAL, and partners, within existing PIN program and in line with PIN Country Strategy and Lessons Learned, and PIN Relief and Development Department strategy, and with due guidance on Conflict Sensitivity, Gender and Protection mainstreaming (and other cross-cutting issues as appropriate).

Learning and information sharing:

  • Contribute to sharing of experiences, lessons learned, and good practice across sites and from other PIN country programs and promotion of learning from relevant best practices internally and externally;
  • Contribute to information flows to and from field sites, including updates into and from Cluster, Coordination and other relevant meetings;
  • Ensure that all official program documentation is properly stored and available for the future.

Team management:

  • In cooperation with the Country Director and Senior Management Team as appropriate, ensure the sound development of the Programme team’s structure and staffing in view of the program strategy and portfolio development, including both maintaining capacity as appropriate for emergency response and securing new capacity for development projects;
  • Directly manages a diversified pool of national and international staff; ensure solid Performance Management and recommendations for capacity building;
  • Lead the recruitment of key program staff as a line manager, and validate other recruitments of program staff with due respect of high quality standards and fair and unbiased procedures;
  • Ensure team collaborative work and exchange of experience across the Programme structure; directly facilitate team work among line-managed staff and units, and recommend and ensure that team work and integrated approaches are streamlined in different levels and with other units such as Advocacy.

Representation, communications & networking:

  • Support the Country Director to ensure that PIN is well represented and visible in the donor community, among key stakeholders and partners, and within coordination fora, delegating as appropriate to program staff;
  • Help establish, maintain, and improve active and regular working relationships with local authorities, donors, partner agencies including major institutional donors, local and international NGO, and other actors of the local civil society;
  • In cooperation with and support to Advocacy team, engage in advocacy and policy dialogues where appropriate, ensuring PIN represents the needs of its beneficiaries and based on its field experience in order to campaign for needed system change and donor commitments;

Requirements:

  • At least five years of relevant experience in senior management roles
  • Experience in early recovery and development programming, preferably in the region
  • University degree in relevant field
  • Understanding of the nexus and experience in its implementation
  • Solid leadership and staff management skills, with a record of managing large, diverse teams and contributing to the capacity building to national and international staff
  • Excellent networking and partnership building skills
  • Proven track in leading the organization through change/ transition
  • Experience in management, fundraising, project development, donor liaison
  • Knowledge of institutional donor environment, proven experience with donor relations, proposal development and external communications
  • Experience with strategic program planning, project cycle management, knowledge of the institutional donor environment, including the EC, ECHO, DFID, USAID, UNICEF etc.
  • Familiarity with the conflicts’ settings

Other competences

  • Excellent communication skills, excellent spoken and written English
  • Knowledge of Ukrainian/ Russian is an asset

  • Salary range: 3 600 – 4 000 EUR per month
  • Type of contract: consultancy contract or Czech employee contract for EU citizens
