Chemonics seeks a grants manager for the Sri Lanka Energy Project. This five-year program will support transforming Sri Lanka’s power sector into a market-based, secure, reliable, and sustainable system by mobilizing investments to deploy advanced technologies, increase flexibility and enhance competitiveness. This position will be based in Colombo, Sri Lanka. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities for the grants manager include:

  • Develops grants manual under oversight of contracting, operations, and finance director
  • Works with chief of party and technical teams to develop grants strategy
  • Operationalizes technical strategy for research and innovative energy ideas through the grant portfolio
  • Ensures grant processes are carried out in alignment with USAID rules and regulations and Chemonics’ policies for grants under contract, as well as with U.S. government and Chemonics ethical standards
  • Drafts grant solicitations, selection memoranda and grant packages (e.g., grant, negotiation memorandum)
  • Oversees grant implementation in accordance with grant terms
  • Reports to contracting, operations, and finance director


  • Bachelor’s degree or equivalent in finance, accounting, business or public administration, or similar field relevant to grant management
  • Minimum two years of experience in grants administration, preferably on a USAID-funded project
  • Familiarity with USAID regulations governing grants under contract
  • Experience working with NGOs or government entities with activities related to grants development and implementation
  • Experience in reviewing and negotiating budgets, reviewing financial vouchers/invoices, and drafting agreements and modifications
  • Ability to communicate clearly and concisely in English, orally and in writing
  • Experience conducting training to build organizational capacity
  • Knowledge of USAID-specific reporting requirements
  • Demonstrated leadership, versatility, and integrity
  • Fluent in Sinhalese and English
