General Description of the GOAL Iraq Programme

The GOAL Iraq programme was established in 2015 to respond to immediate humanitarian needs and support economic and livelihoods development. GOAL supports livelihood and economic development through a market systems approach in the Kurdistan Region and Federal Iraq.

Overview / Objectives of the position:

The Finance Manager is responsible for the financial management, internal control systems, management of funds, and reporting requirements of the organisation. The main purpose of the Finance Manager is to manage and account for day to day cash inflows and outflows, ensuring proper systems and procedures are being followed in fully alignment with the GOAL Global Finance Manual and donor financial reporting requirements. He/she is responsible in preparing annual budget, monthly and yearly reporting and annual Financial Statements.

Main responsibilities:

People Management:

· Report directly to Country Director;

· Manage GOAL Iraq finance team;

· Provide training and support to financial and non-financial GOAL Iraq staff regarding GOAL’s financial procedures, internal controls, and programme financial management tools;

· Ensure GOAL’s values and policies, as well as accountability and equality, are reflected in the work of the finance team.

· Liaise regularly with the Operations Accountant at HQ for support, advice, problem-solving as required;

· Liaise with other GOAL teams as required.

Financial Management

· Maintain overall oversight of GOAL Iraq finances;

· Ensure appropriate cash management procedures are in place and operating effectively;

· Maintain bank and cashbooks and ensure that all transactions are recorded and coded correctly, and all expenses are reasonably and appropriately authorised and recorded;

· Collate monthly funds requests from field sites as relevant, including liaising with local teams;

· Prepare and submit funds requests to HQ on a timely basis to ensure sufficient funds are available in country bank accounts;

· Reconcile bank and cash accounts on a timely basis as required;

· Liaise with HR to prepare information for monthly payroll;

· Ensure payroll remittances and all related statutory returns are made each month on a timely basis;

· Prepare and submit donor budget proposals and reports to Operations Accountant at HQ on a timely basis;

· Assist with submission of donor budget proposals and reports as required;

· Ensure timely preparation of high quality monthly, quarterly, and annual financial reports;

· Prepare and maintain monthly budget monitoring tool and organise monthly meeting for relevant teams;

· Provide relevant information to program staff to assist with expenditure forecasting and budget monitoring;

· Prepare GOAL Iraq’s annual country budget on a timely basis as required;

· Analyse and review financial information/data and provide relevant information to management/other teams as required;

· Ensure that all hard copy and digital finance files are organised and completed with all the required documents in accordance with GOAL Finance Manual and other GOAL manuals and procedures;


· Liaise with internal and external auditors and assist in facilitating internal and external audits;

· Prepare documentation for any internal or external audit;

· Compile and maintain the annual audit file.

Risk Management and Compliance

· Actively monitor GOAL Iraq internal controls to minimise risk to the organisation;

· Maintain adequate understanding of donor rules and regulations;

· Maintain adequate understanding of GOAL’s policies;

· Ensure compliance with GOAL's procedures and policies;

· Liaise with legal advisers in Iraq and HQ as well as with other stakeholders relating to GOAL Iraq´s reporting and tax obligations;

· Liaise with HQ Compliance team as relevant;

· Maintain GOAL Iraq Finance Manual and provide suggestions for any exceptions to HQ for approval;

· Provide a summarised and simplified version of Finance Manual for use by project managers and other non-finance field-based staff.

Other duties as requested by the Country Director

Requirements: Technical and Functional skills

§ A qualified Accountant (Chartered, Certified or Management);

§ Three years post qualified experience;

§ Experience with management of institutional donor grants (such a, USAID, ECHO, FCDO) preferable;

§ Excellent written and spoken English;

§ Excellent communication and training skills;

§ Excellent computer skills including proficiency in Microsoft Excel and Word, and knowledge of Sage or a similar accounts package desirable;

§ Experience working in a busy dynamic environment;

§ Exceptional attention to detail and capable of delivering high quality outputs;

§ Ability to implement effective projects sometimes with limited resources;

§ Good team player, flexible, and capable of working with a multinational team.
