Project Description

ATR Consulting is an Afghanistan-based consulting firm specialising in monitoring and evaluation, socio-economic research, capacity building, and strategic advisory services. Since January 2020, ATR has been providing third-party monitoring to the Afghanistan Reconstruction Trust Fund (ARTF) as one member of a three-party consortium. The ARTF TPM is the World Bank’s largest TPM project. We collect data on range of diverse projects such as critical infrastructure, health, education, poverty alleviation, and COVID relief, and monitor activities of almost all Afghan ministries.

Job Summary

The role will comprise of:

1) M&E style research design;

2) Project coordination.

The M&E Officer will primarily work with the M&E Manager on the development of new methodologies, data collection tools, sampling strategies, and field plans for ARTF projects. They will also engage with the Project Manager to support coordination both internally with the consortium members, BDO and Integrity, and externally, with the World Bank and Afghan Ministries.

The M&E Officer’s role will be fully remote and does not require travel to Afghanistan.

Duties and Responsibilities

Specifically, the M&E Officer will support the following activities:

· Preparation of monitoring proposals for new projects

· Design of quantitative and qualitative methods for new projects

· Development of sampling approach for new projects

· Field planning and resourcing for new projects

· Draft quantitative and qualitative data collection tools for new projects

· Revision of tools for existing projects as necessary

· Development of indicators to feed into analysis plans

· Integration of indicators into new and existing tools for long term trend analysis

· Internal coordination

· External coordination with the World Bank and Ministries

· Supporting analysis and drafting as needed

· Review and Quality Assurance of reports

· Supporting M&E Manager and Project Manager in review and editing of brief notes, field reports and draft reports prepared by junior staff members


Minimum of four years of experience in:

· M&E style research design and implementation (designing indicators, drafting data collection tools, sampling, drafting methodologies, etc.)

· Quantitative and qualitative research design

· Project coordination or management on international development projects with donors (ideally on research or M&E projects)

· Fluency in English

Ideal additional experience:

· Experience in quantitative and qualitative data preparation (cleaning and Quality Assurance), data analysis, and data analysis planning

· Experience in field planning and coordination for research/data collection terms

· Experience in Afghanistan or other conflict zones

· Experience writing proposals and/or research outputs (papers/reports)



· Bachelor’s degree in relevant social science


· Master’s degree in relevant social science
