About the Dallaire Institute for Children, Peace and Security

The Roméo Dallaire Child Soldiers Initiative (Dallaire Initiative) was established in 2007 by retired Lieutenant-General the Honourable Roméo Dallaire, former Force Commander of the United Nations Assistance Mission for Rwanda (UNAMIR). Our mission is to develop new strategies and tactics to progressively end the recruitment and use of children as soldiers worldwide. As of April 2020, the Dallaire Initiative has now become the Dallaire Institute for Children, Peace and Security.

To achieve this important objective, the Dallaire Initiative conducts activities on four fronts:

· Comprehensive, prevention-oriented capacity building for security sector actors, in the service of broader security sector reform, as well as collaboration with civil society to create and implement tools that protect children from the dangers associated with recruitment.

· World-class, interdisciplinary research to build and share knowledge, which in turn leads to new solutions;

· High-level advocacy activities to create and promote the political will to end the use of children during war;

· Education and programming to sustain the efforts to make the use of child soldiers unthinkable by inspiring leaders, educators, and policy makers to implement new approaches, conduct research, and actively share their knowledge on the prioritization of the children’s rights upfront approach.

The DI is a global partnership based at Dalhousie University in Halifax, Canada with two country offices in Rwanda and South Sudan. This position is a local hire for the South Sudan Country Office.

About the Project

At present, the Dallaire Institute’s Office in South Sudan is implementing two multi-year projects funded by public and private donors, and will be commencing two additional projects, all which seek to prevent child soldier recruitment through security sector, political advocacy, and community-based approaches. Further, the programming has a strong gender focus, with a priority to improve the protection of girls in South Sudan from recruitment into violent conflict. Moving forward, the Dallaire Institute will be prioritizing the development of new projects in 2020-2021 to ensure its programming and reputation is sustained and continues to grow in South Sudan.

Purpose of the Position

The Research & Evaluation Officer will be responsible for supporting all monitoring, evaluation accountability and learning (MEAL) processes for all current projects in South Sudan. This includes participating in the tracer study of a three-year project, contributing substantially to the design and roll-out of all MEAL frameworks, tools and activities for new projects, supporting data collection and analysis on research projects which are underway in addition to future emerging MEAL priorities. Working under the line management of the Country Representative/ Program Director, South Sudan, and in collaboration with the African Centre of Excellence in Rwanda, and Dallaire Institute Research and Learning division at Headquarters in Halifax, Canada, they will engage and maintain close working relations with the South Sudanese civil society and security sector, as well as national and international academic institutions.

Main duties and responsibilities:

1. Monitoring, Evaluation, Accountability and Learning (MEAL)

· Designing and overseeing the South Sudan project performance management frameworks, including tracking and analyzing indicators

· Leading data collection to support decision making, including conducting interviews, creating surveys and facilitating focus groups.

· Analyzing the data collected and writing summary reports as well as contributing to donor reports.

· Documenting and sharing MEAL data with HQ MEAL and IT staff in line with existing policies.

· Liaising closely with the Dallaire Institute MEAL and Research colleagues in Rwanda and at HQ.

  1. Research

· Lead the production of high quality and applied research focused on innovative and effective strategies to progressively end the recruitment and use of child soldiers

· Disseminate knowledge and evidence of best practices

· Inform the development of new policies, tools and curriculum that promote the prevention of the recruitment and use of children as soldiers

  1. Partnership Building

· Partner with researchers and practitioners to co-create innovative and effective practices that support children affected by armed conflict, and most importantly, prevent child soldier recruitment

· Develop a network of stakeholders in South Sudan for knowledge sharing

Skills and Qualifications


· National of South Sudan,

· Completion (or near completion) of a Master degree in a relevant field;

· 3-5 years of experience in research or monitoring and evaluation;

· Demonstrated ability to produce high quality written communications, such technical reports;

· Demonstrated proficiency in collecting, organizing, and analyzing large data sets, as well as identifying key findings;

· Adept at handling confidential information with discretion and in accordance with professional standards;

· Excellent communication skills in English, Arabic considered an asset;

· Demonstrated ability to work effectively across multicultural, multilingual, and multidisciplinary teams;

· Ability to work productively in a fast-paced environment;

· Proficiency in Microsoft Office and ability to learn to use new research software.


· Experience in designing and leading program monitoring and evaluation frameworks;

· Written/verbal communication skills in other languages, particularly Arabic;

· Knowledge of website design and maintenance;

· Experience in project management;

· Experience working with international donor organizations.
