Head of Programmes

· Based in Badakhshan province, Afghanistan, with 30% time spent in Kabul.

· Responsible to Afghanistan Country Director

· Internationally Contracted (expatriate) role; unaccompanied position.

· 12-month fixed term contract, with the possibility of extension.

Mission East is an international relief and development organisation working in crisis-affected countries in the former Soviet Union, the Middle East and Asia. We deliver emergency relief during disasters as well as long-term development assistance. We are based on Christian values. Mission East works to support vulnerable people and help local communities lift themselves out of poverty and marginalisation. We work directly with our beneficiaries or through local and international partners. We constantly strive to strengthen the relevance, effect and sustainability of our programmes.

The organisation’s activities in Afghanistan consist of a comprehensive, integrated programme working both to respond to emergencies and crises, both natural and man-made, and to reduce vulnerability and build resilience of at-risk rural populations through interventions in WASH (water, sanitation, and hygiene), livelihood and food security, disaster risk reduction (including infrastructure rehabilitation) and civil society capacity building. Mission East Afghanistan currently employs approx. 100+ full-time staff including 3 expatriate staff. Mission East maintains a Head Office in Kabul and field offices in several locations in the two provinces of Badakhshan and Takhar.

The Head of Programmes role is an exciting opportunity for a committed humanitarian to join Mission East’s team in Afghanistan. Bringing significant (at least 5 years) demonstrable INGO experience in an equivalent field based programmes leadership role you will have relevant experience in programme management in humanitarian and development settings. Prior experience working in Afghanistan would be an advantage. Demonstrable knowledge and experience of implementing and measuring quality standards and international humanitarian standards (SPHERE and Core Humanitarian Standards) is required, alongside experience of successful fundraising with a range of institutional donors.

A key role within the Mission East Afghanistan team and reporting to the Country Director, the role will take a lead in strategic programme design and development; quality programme implementation, management and control; grant management; and networking. As well as a sound technical understanding and experience of implementing and managing programme activities in livelihoods development, civil society development, rural community development, inclusion, and WASH in both humanitarian and development settings, the successful candidate will display a range of competencies and skills including in relation to teamwork, management and leadership as well as a commitment to Mission East Mission and Vision and a sympathy with Mission East organisational values.

Ideally, we anticipate that a successful candidate will be available to commence in this role from early August 2021.
