JOB CONTEXT :

Sierra Leone is bordered by Guinea on the North, Liberia in the South-East and the Atlantic Ocean in the South-West. Divided into 16 districts, the country area is 71,740 sq km. Freetown is the capital and largest city of Sierra Leone. The country became independent on the April 27th, 1961, after having been a British colony since 1792. Sierra Leone has been ravaged by a civil war that lasted from 1991 to 2002, and resulted in some 70,000 casualties and 2.6 million displaced people. The conditions that led to the war included a repressive predatory state, dependence on mineral rents, the impact of structural adjustment, a large excluded youth population, the availability of small arms after the end of the Cold War, and interference from regional neighbours. Since 2002, the country has slowly rebuilt and restored order, through the disarmament of rebels and their reintegration into society, legal proceedings and elections in 2012. The country was severely hit by the Ebola outbreak (declared in July 2014) taking lives of 3,956 people (including more than 300 medical staff). Since the end of the outbreak, no new alert has been declared, but health services remain attentive epically after Ebola outbreak in Guinea.

HI has been working closely with the Government of Sierra Leone, international and national partners in the country since 1996, supporting vulnerable groups and people with disability. Program sectors include capacity building in rehabilitation; advocacy and rights, mother and child health, economic empowerment, mental health, protection and inclusive education. HI is currently implementing 6 projects for the promotion of inclusive education, Mental Health and protection.

YOUR MISSION:

Under the responsibility of the Country Director Mano River, the Grant & Reporting officer contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. In 2021, Manor River program has developed a new operational strategy, which includes a fundraising strategy and a nationalisation of expatriate position. In this objective, the Grant & Reporting officer is responsible for supporting the Associate Operation Manager in identifying, defining and writing new projects and for providing support to Associate Operation Manager and PMs on grand management (reporting, compliance with donor’s proposals, quality).

Responsibility 1: Actively participate in the development of project proposals

  • Participate in the key phases of diagnosis and design of projects: participate in the development of survey protocols and evaluation missions in coordination with the Technical Unit Manager, M&E senior officer and Associate Operation Managers
  • Participate in meetings with partners (national and international) and with local authorities
  • Mapping the donors by sector
  • Participate directly in the writing and development of project proposals:
  • Support compliance with donor requirements, facilitate kick-off meetings;
  • Ensure archiving (TEAM, papers, ...) of all documents related to project proposals (narratives, budgets and annexes) and national and international partnerships.

Responsibility 2: Strengthen the programme's capacity to develop qualitative proposals:

  • Identify, collect and make accessible and visible standard narratives that can be used for cross-cutting issues, monitoring and evaluation, key elements of HI technical approach, applicable to the programme;
  • In coordination with the Technical Unit Manager and Associate Operation Managers, carry out literature reviews and other secondary data and contribute to stakeholder analysis to feed into context analyses and help develop intervention logics by strengthening the quality of project proposals (problem and solution trees, stakeholder analysis tables, etc.);
  • In coordination with the Technical Unit Manager, support the M&E Senior officer in collecting and presenting statistic by sectors of intervention at district and national level.

Responsibility 3: Strengthen the programme’s capacity to develop qualitative reporting:

  • Contribute, in coordination with the Associate Operations Manager and in particular the project manager(s) concerned, to the writing of interim (monthly and quarterly) and final reports to donors
  • Support the associate operational manager and the M&E senior in the development and/or revision of M&E plan.
  • Support the associate operational manager and the M&E Senior officer in the data analysis (how to make and read statistic, how to use statistic in reporting)
  • Support the Technical Unit and the project manager(s) concerned to develop lesson learns papers.
  • Support HI’s partners to the writing of narrative report
  • With the support of the Technical Unit Manager and Associate Operation Manager, conduct workshops/trainings/individual capacity building sessions on reporting and related HI tools (PM tools kit)

YOUR PROFILE :

· You have a Bachelor or Master degree in social sciences, communication, development/ humanitarian, Languages or management.

· You have a first experience in supporting senior staff in proposal writing, editing, reporting and proven success on proposal writing and application

· Excellent communication and writing capacities in English

· Strong attention to details, Practical, dynamic and solution oriented

· Proficient: Microsoft Word, Excel, PowerPoint

· You have Excellent communication skills and diplomacy

CHARACTERISTICS OF THE POSITION :

Security - The overall situation in Sierra Leone is calm, however there are some factors that should be considered from a security perspective. In particular:

• The population’s vulnerability to external shocks (which could be, for example, increasing food prices; increasing of importation taxes; negative impact of changing US exchange rate, etc.).

• Health situation: generally speaking, the health system is deficient in Sierra Leone.

Travel - The program currently operates only in Sierra Leone but aims to re-start activities in Liberia (the program closed the office in December 2017 at the end of the project). The position is based in Freetown but some visits to the Sierra Leone bases in the Provinces would be expected and if required to travel to Monrovia. Travel for pleasure to neighboring countries is possible, but be aware about the lack of connecting flights and consequently the involved cost

Living conditions - The office and the international staff houses/apartments are comfortable. The power supply is erratic but all houses have generators and air conditioning and drinking water is supplied. Freetown is less developed than the main capitals in West Africa and food variety can be limited but most items can be found in supermarkets if you have time to shop around (be mindful about the variation of prices between shops). People are very friendly and there are some lovely local beaches which are relatively easy to access. Mobility restrictions within the city and the adjacent beaches are subject to evolution of COVID-19 in the Country.
