Terms of Reference for the recruitment of an International and a National DACUM Expert to develop curricula and Competency Based Training for Non-Formal training through a DACUM process.


NRC is an independent, humanitarian, non-profit, non-governmental organisation, currently present in 33 countries. NRC works globally with refugees and internally displaced persons and supports the specific coping strategies that enable people to claim and defend their human rights.

NRC established its presence in Bangladesh in 2017 and has been active in Education through local and international partners while also contributing to the coordination mechanism and the Education Sector. Currently, NRC Country Office is at a fast-growing stage and scaling-up direct programming in Education, ICLA (Information, Counselling and Legal Assistance), and Shelter since the obtained government registration in November 2018. A team of over 63 national and seven international staff implement programmes in these sectors and support with finance, logistics, human resources, and project management.


NRC conducted a gap assessment on six partners implementing Vocational Education Training programme in Cox’s Bazar, Bangladesh under UNICEF funding. Based on the findings of the gap assessment, one of the gaps which were identified during the assessment was luck of a standardized curriculum being used by partners to train adolescents/ youth in vocational skills in Rohingya camps and host communities. The trades selected for curriculum developed were based on the Labour Market Study conducted in Rohingya camps and surrounding host communities in Cox’s Bazar. This consultancy will be achieved through building technical capacity of the organizations through the following objectives:

a) To carry out five DACUM/ review workshops; Solar installation and maintenance, Tailoring, Phone Repair and maintenance, Motorcycle mechanics, Handcraft and embroidery, to have the job analysis charts with field of competencies and their tasks. The charts should include list of tools and equipment required per trade.

b) To align the identified skills gaps with the NTQF of Bangladesh for host communities and Rohingya with the Myanmar qualification framework respectively

c) Develop facilitators guide (including session plans), student workbook, competency based assessments (with appropriate pictures for all developed materials),

d) Design training for the curricula and provide Master Training (MT) to participants,

e) Prepare curriculum review report, DACUM workshop report, curricula documents, training reports and end of training assessments,

f) Curriculum revision after programme implementation at the end of the project.

g) Organize a one-days induction training workshop for partner instructors on how to implement the new curricula

h) To organize and facilitate the upgrading, revision, and development of Non-formal curricula competence with training and assessment packages of selected qualifications based on need’s assessment and occupational analysis

Note 1: The process should be gender and inclusion sensitive and a gender and inclusion lens should be applied to all parts of the consultancy.

Scope of work

Review existing curricula in the five selected trades and link them to the sectors, ensure information collected during analysis is used to specify the job skills, knowledge and attitudes the program will develop in the trainee. Decisions are made regarding the appropriate training setting, entry level qualifications and sequencing of training objectives.

Prepare an industry led curricula including formal and on the job training, employability, life skills, workforce readiness and entrepreneurship curriculum

Prepare trainer’s guide, tools for quality assurance, training materials and equipment. Review, develop and make recommendation for the procurement of instructional materials, training resources for the new curriculum

Carryout a needs analysis and on job occupation assessment, this will require, gap analysis, job analysis, task verification, task analysis and consolidated situational analysis.

  2. Mobile phone repairing (hardware and software),

  3. Tailoring and dress making,

  4. Tomtom/Motor bike repairing,

  5. Handicraft and embroidery.
