CALL FOR SHORT-TERM WORK ENGAGEMENT APPLICATIONS:

FHI 360/Philippines (www.fhi360.org) is looking for CiTEC Navigator Coordinator for Cebu to perform a short-term work engagement for USAID-funded “TB Innovations and Health Systems Strengthening” project in the Philippines.

PROJECT DESCRIPTION:

The TB Innovations and Health Systems Strengthening (TB IHSS) Project is a 5-year USAID-funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection, and treatment. The Project will identify, test and help implement approaches to improve prevention, increase case detection rates, decrease default rates, and increase treatment success and cure rates across the continuum of care. In line with this, the project will support the conduct and management of the City-wide TB Elimination Campaign (CiTEC) in Cebu City to improve TB service delivery, financing and governance in the context of an integrated local health system approach of the Universal Health Care (UHC). CiTEC aims to generate evidence and develop approaches, tools and systems that can guide the Department of Health (DOH), PhilHealth and local government units (LGUs) in establishing an integrated health care delivery system that will provide affordable quality TB services along the continuum of care. The initiative supports the following: (1) translation of UHC reforms into local policies, (2) use of systematic case finding approaches to find and treat TB, (3) establishment of a health care provider network and (4) setting up of a Special Health Fund to sustain the network. TB IHSS will work with concerned USAID implementing partners (IPs) in assisting Central Visayas Center for Health Development (CVCHD), PhilHealth Regional Office (PRO) 7 and Cebu City LGU in using TB as handle in developing an integrated health system. Monitoring and evaluation of the different interventions under CiTEC is important in ensuring that the necessary technical and operational adjustments are made to help attain the project objective.

JOB SUMMARY/KEY RESPONSIBILITIES:

· Under the direct supervision of CITEC Project Coordinator, the Navigator Coordinator is expected to perform the following tasks:

· Develop a deployment plan for Navigators based on the household database to be provided by CiTEC team

· Facilitate a deployment planning session with TB Navigators and concerned stakeholders

· Lead the Navigators in coordinating with barangay officials and key informants in communities in validating and locating the households in Mambaling and Pasil based on the database provided by CiTEC team

· Coordinate the movements of Navigators to reach the assigned number of households to be profiled and screened according to schedule

· Supervise the Navigators in profiling and screening household members, assisting those without PhilHealth Identification Number in accomplishing the PhilHealth Member Registration Form (PMRF), managing sputum collection and endorsement to health center, distributing X-ray vouchers and facilitating household access to health providers

· Coordinate with Cebu City Health Office, the Barangay Health Emergency Response Teams (BHERTs) and other relevant units in getting the list of TB patients and Covid-19 positive cases Coordinate with local health officials, concerned barangays, TB Navigators, mobile van providers and other concerned stakeholders in ensuring adherence to TB case finding protocols Check the completeness and accuracy of data in the profiling and screening forms administered by Navigators, in coordination with key informants in the barangay or target sitios

· Conduct routine spot checks on the work of Navigators, to include random checks in sitios

· Consolidate and summarize the encoded profiling and screening forms, for submission to the Project Coordinator

· Document and report to Project Coordinator the following: (a) complaints from households, navigators and other concerned stakeholders, (b) challenges, difficulties and good practices encountered by the Navigators, and (c) actions taken to address the challenges

· Provide feedback to Project Coordinator after each day of data collection by Navigators Collaborate with the CiTEC team in the monitoring and analysis of household data

· Perform other relevant tasks deemed necessary by the Project Coordinator

The Navigator Coordinator is expected to have his/her own laptop. All data and information collected shall not be duplicated, used or disclosed – in whole or in part – for any purpose other than to aid CiTEC activities in Cebu City.

MINIMUM REQUIREMENTS:

· Degree in science, social science or any relevant field

· Relevant experience in field data collection or public health program implementation/ monitoring

· Strong organizational and leadership skills

· Computer skills - MS Office Excel, MS Word and relevant MS Office applications

· Fluency in English and Cebuano

· Familiarity with the officials/residents of Mambaling and/or Pasil in Cebu City

· Willingness to conduct regular field visits

· Ability to handle large volume of work and meet tight deadlines
