Knowledge Generation Consultancy on Potential for Education Innovations to be Scaled in African Union Member States

In collaboration with key partners such as GIZ under the Skills Initiative for Africa (SIFA), the key priorities of IEA has been to facilitate dialogue among policy makers and generating knowledge on the potential for innovations to be scaled sustainably in the African context, towards improved outcomes, as espoused in the Continental Education Strategy for Africa (CESA 16-25), the Technical and Vocational Education and Training (TVET) Strategy and the 1 million by 2021 initiative of the Chairperson.

Tasks to be performed by the contractor

The contractor will be expected to conduct an action research on the opportunities for scaling the models of the innovations that have been identified by the AUC in 2020, given the African context. The research will include designing and conducting research across the three (3) innovations and pilot projects which are being implemented under IEA 2020.

  • BAG - Building A Generation (Rwanda) - A gamified platform that offers real-time access to experience-based learning for University students – www.bag.rw;
  • Learnable (South Africa) - Teaching assistant that allows teachers to compose and distribute lessons via a dedicated mobile app and WhatsApp – www.itslearnable.co.za;
  • Chalkboard Education (Ghana) - A remote teaching and learning toolkit aimed to help teachers and parents during the COVID-19 crisis – www.chalkboard.education.

Objectives include:

Develop knowledge about scaling the education innovations in ways that optimize quality, equity, efficiency and sustainability of impacts in AU Member States.

Provide practical guidance for policy makers and other key education and training stakeholders on scaling these educational innovations in AU Member State contexts.

Enhance quality of scaling efforts of the Education Innovators through strengthening their capacities.

Organize a training for 10 shortlisted organisations in IEA 2020 based on the learnings of the study.

Expert 1

Tasks of expert 1

  • Provide an overview and analysis of the substantial factors and conditions in AU Member States that are most critical to the success, and lack of success, of scaling efforts of educational innovations.

  • Highlighting of existing best practices and policy actions of AU Member States that have successfully led to scaling up of education innovations.

  • Support Education Innovators to develop indicators for monitoring and evaluation of the pilot project outcomes during project implementation and upon completion.

  • Develop training package and materials and provide facilitation for the experience sharing workshop for 10 education innovators selected in 2020.

Qualifications of expert 1

  • Education/training (2.2.1): Master’s degree in Monitoring and Evaluation or Research, Development Studies or related fields

  • Language (2.2.2): Excellent language proficiency skills in English

  • General professional experience (2.2.3): 4 years of professional experience in Africa’s development sector

  • Specific professional experience (2.2.4): 4 years of experience in conducting action research with specific focus on policies.

  • Leadership/management experience (2.2.5): 4 years of experience in leading action research with specific focus on policies.

  • Regional experience (2.2.6): 4 years of experience in projects in Africa, with proven knowledge of the contexts in one or more of the selected countries (as per location of the innovators)- Rwanda, South Africa, Zimbabwe and Ghana.

  • Development Cooperation (DC) experience (2.2.7): 3 years of experience in DC projects.

  • Other - experience working in monitoring and evaluation in education and innovation related projects

Expert 2

Tasks of expert 2

  • Elaborate the operational and implementation approach being used by the education innovations funded under the Innovating Education in Africa 2020 in their various contexts, including how they respond to key issues of quality, equity, efficiency, and sustainability across the different contexts.

  • Assess the challenges and opportunities available to innovators given their operational context and identify meaningful points of synergy with government (AU Member States) for upscaling the innovations.

  • Develop practical recommendations for policy makers and innovators on the integration of innovations and scaling up in current education systems.

Qualifications of expert 2

  • Education/training (2.2.1): Master’s degree in Education or related fields

  • Language (2.2.2): Excellent language proficiency skills in English

  • General professional experience (2.2.3): 4 years of professional experience in Africa’s development sector

  • Specific professional experience (2.2.4): 4 years of experience in conducting action research with specific focus on education policies.

  • Leadership/management experience (2.2.5): 4 years of experience in leading action research with specific focus on education policies.

  • Regional experience (2.2.6): 4 years of experience in projects in Africa, with proven knowledge of the educational contexts the contexts in one or more of the selected countries (as per location of the innovators) in Rwanda, South Africa, Zimbabwe and Ghana.

  • Development Cooperation (DC) experience (2.2.7): 2 years of experience in DC projects.

  • Others - experience working in monitoring and evaluation in education and innovation related projects

Assignment of personnel

Number of work days:

Team leader: Remote work assignment for 30 expert days

Expert 1: Remote work in country of assignment for 20 expert days

Expert 2: Remote in country of assignment for 20 expert day

Period of assignment: From July 1, 2021 until June 30th 2022
