EXTERNAL EVALUATION: NORCAP’s Lake Chad Localisation and Capacity Building Project

NORCAP calls for expressions of interest for conducting an external evaluation of their Lake Chad Localisation and Capacity Building Project. The terms of reference (TOR) are attached.

Purpose of the Evaluation

The main purpose of this evaluation is to document achievements and provide recommendations for how to improve impact of NORCAP’s engagement in localisation in the Lake Chad Basin.

The Lake Chad Localisation and Capacity Building Project

Since 2018, NORCAP has been working on capacity strengthening and localisation in the Lake Chad Basin. Through this project, NORCAP translates the Grand Bargain commitments on localisation. Realising ambitions of localisation requires a shift in the humanitarian system to allow local and national actors to have more voice when designing, implementing and evaluating humanitarian response. In the Lake Chad region, NORCAP works to address issues on both sides of this paradigm:

  1. Capacitation of local actors through hands on capacity development initiatives focused on organisational development of local CSO’s coupled with training and mentoring.

  2. Increasingly, the project is working to create mechanisms and influencing opinions to reduce or remove barriers to facilitate access, coordination and partnerships with local / national NGOS in the wider humanitarian/development system, and promote inclusion and support.

The project places organisational development experts (currently nine), hosted by strategic UN partner agencies (WFP; UNDP; UNWOMEN) across three countries in the Lake Chad Basin.

Time frame:

The assignment is expected to take 25 working days. This is anticipated to be undertaken between mid-May – mid August 2021.

Qualifications:

NORCAP seeks expressions of interest from consultants/teams with documented experience in the following:

· Working on partnership models with national partners/ actors.

· Capacity building and/or organisational development

· Conducting evaluations of humanitarian and/or development interventions

· Localisation of humanitarian action and the Grand Bargain commitments

· The Lake Chad / Sahel region

· Working within UN agencies and national partners

· Experience with remote data collection

· Working level of French

· Appropriate telecoms software (e.g. Zoom; Teams)
