Solidar Suisse is committed to decent work and democratic participation in the poorest countries of Africa and Latin America, as well as in countries of Eastern Europe and Asia. We also provide disaster relief and humanitarian aid. Solidar is a Swiss based organization active in Mozambique since 37 years. It has its main office in Chimoio (Manica province) and is working mainly in the central region (provinces of Manica, Sofala, Tete, Zambezia). Solidar Suisse focusses on three main domains 1. Economy and Work; 2. Democracy and Civil Society, and 3. Disasters and Crisis.

The Director of Programme for Solidar Suisse will have the responsibility of the programmes and projects in Mozambique. She/he will be responsible for the entire Solidar Suisse programme and the project cycle management in all three mentioned domains. She/he is responsible for providing strategic guidance, for the project definition, the outcomes and outputs, the monitoring, and the reporting. She/he is responsible for the effective and efficient management of the projects and related allocation of human and financial resources. He/she is responsible for the management of all the staff in the Programme Department (currently 11 staff). She/he will supervise in close collaboration with the Finance Department the finance management (budget, expenses, financial reporting and accompany audits) of all the progammes and projects of Solidar Suisse in Mozambique.


The Director Programme Departement is leading the Progamme Department, responsible for the entire scope of the Solidar Programme in Mozambique, based on the Solidar Programme in place supervising the projects and activities in three domains: (i) Economy and Work; (ii) Democracy and Civil society; (iii) Disasters and Crisis.

This includes the leading and the control of programs and projects as well as the responsibility for the efficient and compliant use of personnel and financial resources.

She/he is in the lead of the strategic, operational, conceptual, planning and monitoring activities of all the projects related.


The Director is responsible for those tasks delegated by the Country Coord. To him / her in the strategic alignment and operational implementation of the department and the corresponding programme and projects.

a) Main tasks:

· Has the general task to lead the Programme Department

· Leads the staff of the Department. This includes recruitment, support and follow up of the staff. Each recruitment process will be prepared with the Country Coord.

· Steering of the 4 years Solidar programme for Mozambique. This includes the strategic orientation such as the operational implementation in the entire scope of the programme.

· Assures the efficient and compliant implementation of the Project Management Cycle (PCM), planning, defining, budgeting, monitoring, reporting and closing of projects. She/He is responsible for the risk management, finances and Internal Control System (ICS), in coordination with the Country Coord. and the Finance Manager. Works results based and supervises the efficient and compliant use of resources.

· Contributes to the improvement of quality, know how, standards and processes.

· Assures the contacts with programme and project partners and promotes an open and transparent communication with all stakeholders.

· Assures the financing of the programme and projects in coordination with the Country Coord. and the HQ. Assists the relevant department in providing information and communication.

b) Thematic and conceptual tasks:

· Collaborates in the definition of the strategic planning (4 years period) and its implementation.

· Assures the yearly planning, monitoring and results-based reporting of the programme (projects).

· For the acquisition, identifies new approaches, projects and assures transparent communication with implementing partners and donors.

· Is responsible for the knowledge management, quality control and the exchange with partners and stakeholders.

c) Special tasks according to instructions:

· Takes on special tasks (e.g. focus person) according to the instructions of Coord. Rep or HQ.

· In the event of a major and extraordinary disaster in Mozambique or region, the job holder can be instructed to temporarily suspend regular work in accordance with the specifications and assigned by the Country Coord. The job holder will be part of the Solidar Crisis Management.

· Performs instructed tasks. The length of time for use in the Disaster or Emergency relief and subordination during this time will be determined ad hoc.

Financial responsibilities

· Prepares budget, defines the financial planning, contracts as well as prepares data collections for projections and medium-term planning at department level

· Prepares and writes interim and final reports (internal and external reporting)

· Is responsible for evaluation of actual versus targeted results. Defines corrective measures if requested.

· Is responsible for the appropriate support of the Solidar sub-offices.

· Controls the implementation and support of audits, in coordination with the Finance Manager.


The job holder has the authority:

· to take adequate decisions and commitments within the given limits of each project.

· to do financial commitments and to sign documents within the internal rules of financial competences and instructions of Solidar Suisse.

· to represent the Solidar externally within the scope of the area of responsibility.


For this position, Solidar Suisse is looking for a Mozambican senior management personality with at least 8 years of experience in international cooperation and humanitarian assistance in Mozambique.

She/He has a University or equivalent degree preferably in (but not restricted to) social sciences, economics / business administration.

She/He is a proven expert in managing important programmes and projects and has solid experience in managing teams in a complex environment.

She/He speaks fluently and write perfectly Portuguese and English (min. English proficiency level C1 is mandatory).


Offered salary for this position is the salary reflecting the average salary in the small-medium size INGO in Mozambique.
