ACTED Syria

Since 2012, ACTED has been implementing projects with vulnerable communities in Syria with a two-fold approach: ACTED provides life-saving support to vulnerable displaced persons, returnees, and host communities across Syria, through multi-sectorial rapid emergency services, and implements a wide range of resilience building interventions. Thus, ACTED has been able to strengthen its links with Syrian local communities and to develop an in-depth knowledge of local dynamics. A team of 900+ is currently working in Syria.**

Job Purpose

CCCM Deputy Project Manager is responsible for on-site supervising and leading of ACTED CCCM activities and managing CCCM team in ACTED-supported camps, sites and informal settlements in northern Aleppo. The CCCM Deputy Project Manager oversees the timely implementation of project activities aspects, ensures quality standards are met, and maintains close relations and coordination with camp management and other stakeholders in the area.

Objectives

To oversee different CCCM activities in the field. This includes Communication and coordination with different stakeholders, set up a coordination meeting at site level, capacity building to camp management unit and camp committees, site improvement through safety audits and site maintenance, strengthen complaint and feedback mechanisms in the camps.

Duties and Responsibilities

Project Implementation Follow-up

  • Oversees CCCM activities implementation at field level and ensure all planned activities on track according to project work plan.

  • Directly manages team leaders, site engineer and database officer in the field.

  • With support from the CCCM Project Manager, contributes to drafting and finalizing (Needs assessment, Base line, FGDs and activates monitoring) data collection tools for CCCM activities.

  • Directs CCCM team leaders, site engineer and database officer, assigns monthly and weekly tasks according to the overall project Work Plan, and ensures the quality implementation of CCCM activities.

  • Supervises good conduction of needs assessments, surveys, meetings, safety audits, CFW registration and demographic assessments in the targeted camps.

  • Ensures that all IEC materials, related to beneficiaries’ awareness on CCCM activities, are defined, designed and delivered in the camps in timely manner.

  • Manage all logistics needs and stock for the CCCM activities and raises the needs to CCCM PM.

  • Deliver trainings to the CCCM team members on Data collection and activity monitoring tools.

  • Draft all the needed procurement orders with cost estimation needed for the activities implementation and timely submission to CCCM PM.

  • Attend and provide feedback on CCCM activates during the weekly operational meetings in the base level with the weekly plans.

  • Ensures monthly coordination meetings are held on monthly bases with camp managers and NGOs working in camps. Submit minutes of meetings to project manager highlighting challenges and gaps identified.

  • Ensure compiling of 4Ws, service mapping, service monitoring, ISIMM inputs submitted from camps to be submitted to CCCM PM in timely manner.

  • Ensures monthly updating stakeholders and service mapping in the area of operation.

  • In coordination with the CCCM deputy PM and AME department Provide referral path ways form complaints and aid requests raised under the local camps CRM or ACTED CRM.

  • Define and pre-identify trainings needs for the CCCM team, CMUs, camp committees and other stakeholders; ensures the good delivery of training

  • In coordination with the camps management set up committees in the camps and follow up on the regular meetings for these committees.

  • Oversees and supervise site improvement sub-activities at camp level through site maintenance assessments, service contracting, CFW activities.

Administration/HR and finance

  • Provide day to day management for the CCCM base team overseeing the CCCM activates in the assigned camps.

  • Ensure that all of the needed administrative documentation are scanned and filed on monthly bases with the relevant department.

  • Upon request, participate in recruitment process for CCCM team members.

  • Pre-identify CCCM procurement and recruitment needs, at field level, according to activities planned.

  • Prepare Order Form with BOQ and cost estimation and submit to CCCM PM.

  • Ensure a positive working environment and good team dynamics.

  • Undertake regular appraisals of staff and follow career management.

  • Manage interpersonal conflicts.

  • Ensure capacity building among staff in relevant sectors.

External Relations

Facilitate or undertake communication, coordination and liaison activities to actively consult and involve beneficiaries, key informants, camp managers, NGOs and stakeholders in all stages of project design and implementation.

Reporting and Data share:

  • In coordination with the database officer, ensure that all CCCM activities monitoring forms, assessments, and registration forms are shared regularly and accurately reflected on the data bases on monthly bases.

  • Compile inputs from team leaders, database officer and site engineer and report on weekly bases to CCCM PM.

  • Provide needed inputs for monthly project report or any other ad hoc reported requested by line manager.

  • Report and flag all issues and needs from camps to the CCCM PM.

Key Performance Indicators

Example, the key performance indicator (KPI) is a measurable value that demonstrates how effectively a company is achieving key business objectives. Organizations use KPIs to evaluate their success at reaching targets

  • Prepared 6 OFs related to logistic needs till Dec 2021

  • Submitted 4 weekly reports on CCCM activities on monthly bases.

  • Completed site maintenance in 3 camps at least till end of Dec 2021

  • Completed 1 round of CFW (at least) till end of Dec 2021

  • Submitted 8 rounds 4Ws for each camp in 10 months

  • Submitted 2 rounds of contingency plan at camp level till end of March 2022.

  • Conducted 8 service monitoring rounds for each camp in 10 months

  • Conducted 2 safety audits round till end of April 2022;

QUALIFICATIONS

Essential:

· Bachelor degree in engineering (civil, mechanic, electric, informatics, etc.) or other related field;

· Fluent Arabic (written and spoken);

· Very good English (written and spoken);

· At least 3-years work experience with an NGOs (CCCM, WASH, NFI, protection, or emergency).

· Very good reporting skills

· Proficiency in Microsoft Office MS

· Very good communication skills;

Preferred:

· Past experience in CCCM projects highly preferred.

· Past experiences work in camp settings highly preferred

· Flexibility and ability to work under pressure in a high-pace environment;

· Good organizational and prioritization skills;

· Good time management

· Strong interpersonal and negotiation skills

· Strong analytical skills

· Good negotiation skills and coordinate skills with several actors.

· Good understanding of SPHERE standards and environment protection considerations.

· Ability to multitask with competing demands under tight deadlines and work under pressure.
