Under the overall supervision of the Head of Community Stabilization Unit in Iraq and the Community
Stabilization Project officer’s direct supervision, the incumbent will be responsible for implementing
advocacy, peace-building, and debating training and activities for Community Stabilization projects in Basra
and Diyala. S/he will work in close coordination with the field staff and other international officers. S/he will
assist the Community Stabilization Project Officer in planning, developing and implementing the advocacy,
debating and peace-building activities, and developing a Monitoring and Evaluation tool that determines the
impact of those activities on the communities in Basra and Diyala.
Core Functions / Responsibilities

  1. The selected candidate shall submit a training outline/curriculum to IOM for approval.
  2. Create a cadre of young influencers with enhanced skills for dialogue, advocacy and debate.
  3. Provide debating and advocacy practices training for Ministry of Youth and Sports and Ministry of
    Education staff to support the creation of dialogue and debating clubs in community centres and schools.
    in educational institutions and civil society organizations.
  4. Establish 5 debating/dialogue clubs in Ministry of Youth and Sports/ Ministry of education facilities for
    young influencers to enhance youth capacity in shaping public policy, influence decision-makers and
    shape media narratives. The selected candidate shall work on ensuring the sustainability of those clubs
    in the before-mentioned facilities.
  5. Encourage exposure among young debaters for a shared understanding and develop shared responses
    with peers to socio-cultural challenges, by providing 10 sessions on constructive dialogue.
  6. Create a peace-building training curriculum and provide training on the subject, with an integrated
    approach towards advocacy and dialogue.
  7. Provide Peace-building training when needed for other project activities.
  8. Conduct regular field monitoring visits and evaluations for the activities, including impact evaluations.
  9. Perform such other duties as may be assigned.

  13. Provide 10 session on constructive dialogue for young debaters.
  14. Deliver 10 peace-building courses to youth in Basra and Diyala.
  15. Provide 6 Monthly progress reports and one final report by the end of the program.
    Required Qualifications
     Master’s degree in Post-conflict Studies, International Relations, Political Science or a related field from
    an accredited academic institute with two years of relevant professional experience; or
     University degree in the above fields with four years of relevant professional experience.
     Experience with community stabilisation, peace-building, social cohesion and/or development
    interventions in conflict and/or post-conflict settings (required);
     Experience developing and building effective training curriculums and social platforms with youth and
    other national/international institutions, including research institutions and NGOs (required);
     Thorough knowledge and proven experience in project cycle management concepts (project
    development, Logical Framework design and analysis, monitoring & evaluation, reporting)
     Proven ability to supervise, train, and direct staff and manage operations in international contexts
     Previous working experience in the Middle East region (required).
     Fluency in English is required.
     Working knowledge of Arabic is an advantage.
