Job Title: Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Advisor

Overview of the Position:

DAI is seeking a Strategic Monitoring, Evaluation, Accountability and Learning (MEAL) Advisor to join our Global Health team.

The MEAL Advisor will be responsible for overseeing and quality assuring the MEAL function including communications. This includes line management and supporting of the MEAL Manager in their role related to the MEAL functions including project logframe and its indicators, country-specific targets, inter alia. The MEAL Advisor also advises on and supports strategy development in project delivery, knowledge management and learning in a project with complex communications needs.

The position is currently based in London and will entail travel to focus countries and global and regional meetings as circumstances permit

Level of effort: 100% FTE (75-90% LOE also possible),

ROLES AND RESPONSIBILITIES

These may be subject to change as the project evolves.

Specific Tasks and Requirements:

  • Advice and support the MEAL Manager to work with project team to develop, monitor and communicate technical strategy.
  • Work with MEAL manager and the team to identify and implement measures to improve how information is generated and shared within the project team, with stakeholders and FCDO, and across DAI and in the public domain.
  • Work with MEAL manager on internal communications and knowledge management ensuring project team has access to and uses requisite technical evidence, knowledge and resources
  • Develop and oversee quality assurance processes for project deliverables, reports and public communications
  • Lead on results communication with FCDO- understanding their needs, developing appropriate communications that meets their needs, developing and implementing quality assurance processes
  • Advice on and quality assure the quarterly/annual reporting processes
  • Ensure project results and learning are communicated to external audiences – leading or supporting with programme products such as technical briefs, presentations, journal papers
  • Advice on development and implementation of activities in-country to strengthen project delivery and update of project-generated evidence
  • Identify and advise on practices and lessons learnt to improve MEAL functions and overall project performance
  • Advise on and quality assure outputs of subcontractors and external consultants
  • Other duties as assigned

Additional responsibilities may be assigned as business needs evolve.

Requirements:

Required:

  • A minimum of 10 years’ experience of donor funded programmes and project teams
  • A solid track record in the creation, measurement, analysis and interpretation of both quantitative and qualitative indicators
  • Experience in capacity building and training on M&E related matters
  • Excellent writing, reporting and analytical skills
  • Computer skills, in qualitative and quantitative tools including proficiency in Microsoft Office suite
  • Demonstrated interpersonal and cultural communications skills and experience working in collaboration with multiple stakeholders
  • Significant work experience in Africa
  • French language skills
  • Eligibility to work in the UK if necessary

Desired:

  • French language fluency
  • Experience with DFID/FCDO-funded programmes
  • Experience developing data management systems
  • Experience working on multi-country and regional programmes

Education :

  • Required: a master’s degree in public health, statistics, economics or a related field
  • Desired: advanced qualification in health informatics, evaluation methodology or related field
