Please note this position is a reduced hour position with an expectation of 30 hours of work per week. **

Position Requirements:

· Undergraduate degree in political science, international relations or related field.

· Ten or more years related work experience in program design and management, including specific experience in the region.

· Working knowledge of politics, economics, history and culture of the region; experience working with political systems.

· Experience living, working or traveling internationally.

· Strong communications and presentation skills in English and languages of the region, as appropriate.

· Ability to effectively direct or participate in complex negotiations with bilateral and/or multilateral government agencies, other donors or relevant audiences.

· Ability to work well under pressure and adapt to shifting priorities.

· Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet regional needs.

· Proven ability to write effective proposals, reports, procedures, complete required forms, and maintain complete and accurate documentation.

· Proven knowledge of USG funding regulations, and familiarity with US Congressional processes.

· Experience identifying complex problems and developing creative solutions.

· Strong ability to initiate, foster, interact, and maintain relationships with contacts and stakeholders in a diverse and multicultural environment, with sensitivity, respect, discretion, tact, and professionalism.

· Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times.

· Ability to successfully recruit, develop, supervise and motivate staff, and provide effective leadership.

· Willingness to travel to remote and difficult countries.

Primary Functions & Responsibilities:**

The Senior Advisor for MENA will focus on providing division leadership and staff with technical expertise, strategic advice and support in supporting the development of country and program strategies in line with declared US administration policy. For this, he will bring to bear his extensive USG experience to help develop, fine tune and adapt an overall regional strategy, trouble-shoot and support programs technically, as well as help conceptualize and implement new programs.

· Collaborate with staff in target countries (with a focus on Lebanon, Syria, Iran, Afghanistan, and the Gulf) to produce or implement programs that are reflective of changing political and economic dynamics and democracy and governance priorities and funding.

· Support program implementation in above-mentioned countries in line with the direction set by MENA leadership. This will involve offering guidance on strategic direction and program development, reviewing outcomes/accomplishments, and interfacing with key stakeholders and partners to support the development of new, feasible, and sustainable lines of programming. **

Undertake program review and assessments in assigned countries, as needed, to ensure strategies and programs align with U.S. Government policy and funding priorities.

Contribute to business development efforts, including identifying and seeking out new or additional sources of funding, developing capture plans, and the generation of new program idea; Assist teams in developing innovative program ideas and activities for programming, in line with institutional priorities; Contribute to the development of proposals as needed for new funding opportunities.

· Advise on operational, security and programmatic challenges in assigned or tasked program countries.

· Engage key stakeholders, including U.S. government entities, the democracy and governance community, host country representatives and program beneficiaries to inform priority setting around program needs and funding opportunities.

· Travel to assigned countries as needed at the direction of MENA leadership, pending approved travel by IRI.

· Any other duties assigned.
