Position Summary

Supporting Holistic and Actionable Research in Education (SHARE) is a five-year cooperative agreement by USAID’s new Bureau for Development, Democracy, and Innovation/Center for Education (DDI/EDU) to the University of Notre Dame (UND) that aims to advance global education learning priorities to improve learning outcomes. This Activity is funded through USAID’s Higher Education Leadership, Innovation, and Exchange (HELIX) Annual Program Statement (APS) under the USAID New Partnership Initiative (NPI). Within UND, this Activity is being led by the Pulte Institute for Global Development (Pulte) alongside UND’s Institute for Educational Initiatives (IEI) and its Global Center for the Development of the Whole Child (GC-DWC). UND implements SHARE in partnership with higher education and research institutions based in USAID geographic regions around the world.

Through SHARE, UND and its partners will advance USAID learning priorities in the education sector as a global good to improve education and learning outcomes. Its research will focus particularly on the areas of Foundational Skills Development, Education in Conflict and Crisis settings, and Higher Education Institutions. Additionally, SHARE carries out its research through the medium of Knowledge Systems Strengthening and in support of specific requests that emerge from USAID Missions around the world.

The University of Notre Dame is seeking a Research Technical Advisor to work with the GC-DWC staff in research and learning projects within SHARE. This position will collaborate with and complement the existing SHARE Technical Team as it starts to move forward with research design and implementation efforts, backed by a deep systems-level analysis of education sector thematic areas and knowledge systems. In particular, the Research Technical Advisor will provide quantitative research design and analysis expertise to the project. SHARE expects this to be a full time position given the need to contribute to discussions across the management and technical teams in addition to engaging with USAID Missions and local partners and assist with the design and quality control of research opportunities. This position will likely require about 25% travel commencing in the Fall of 2021 once safe to do so.

The Research Technical Advisor will report directly to the GC-DWC Senior Associate for Research Evaluation and Learning. They will work closely with wider GC-DWC staff, and the broader SHARE Technical Team.

Essential Duties and Responsibilities:

SHARE Technical Support (60%)

  • Lead and support the management and analysis of multilevel quantitative data generated through SHARE research
  • Lead the development of new tools, methods, and approaches, along with this dissemination, for monitoring, evaluation, and learning of USAID learning priorities

  • Guide and support landscape reviews, capacity assessments, and the articulation of key goals for capacity strengthening of stakeholders in education ecosystems

  • Support the SHARE Monitoring Evaluation and Learning Director in the implementation of the project’s overall monitoring, evaluation, and learning systems, inclusive of a project-level results framework and evaluation and learning plan.

USAID Mission Support (40%)

  • Work with research partners to build the capacity of USAID mission and country stakeholders to analyze and use quantitative data in decision making
  • Co-design strategic workshops with SHARE staff for stakeholders including USAID Missions
  • Directly support the development and implementation of targeted research projects in dialogue with local USAID Missions

Minimum qualifications:

  • 5-6 years experience working within the education space, particularly in pre-primary, primary and secondary education.

  • 3-5 years experience designing education research projects, with a specific focus on quantitative research and data management

  • Advanced degree in education, research design and analysis or a related field

  • Experience in field research settings. Preference will be given to candidates with experience in low-resource and/or fragile contexts

  • Strong preparation in quantitative data analysis with experience working with statistical software (Stata and R preferred) and digital data collection (e.g.; ODK, Kobo Toolbox, XLS forms)

  • Preference for candidates with experience with data visualization software (e.g.; Tableau, Power Bi)

  • Excellent interpersonal skills and ability to develop and maintain professional/organizational relationships with relevant external and internal entities

  • Demonstrated ability to be self-organized, take initiative, provide creative ideas and solutions, and navigate complex situation

  • Strong oral and written communication skills in English; fluency in French preferred but not required

  • Keen attention to detail with the ability to multitask and keep track of multiple deadlines

  • Ability to travel to poor resourced environments approximately 25% of the time

  • Authorization to work in the United States
