Quality Assurance & Compliance Officer (QACO)

The QA & Compliance Officer reports to both the Country Director and HO’s Audit & Compliance Unit. S/he will support all aspects of Educo’s quality assurance, quality improvement and compliance efforts in support to the goals of Education for All, End Violence Against Children, the Convention of the Rights of the Child, and the Sustainable Development Goals. The QAC Officer will work closely with Philippine country office teams as well as the HO Audit & Compliance Unit; he/she will also collaborate with other HO units as well as local partners.

The overall objective of the Quality Assurance & Compliance Officer is to ensure the accountability of Educo Philippines country program towards its impact populations and the stakeholders/donors supporting the interventions. S/he supports the Country Director in managing the quality assurance and risks of all the grants in the country portfolio. S/he ensures projects are implemented in a manner compliant with donor rules and regulations as well as National and internal policies.

As a member of the HO Audit & Compliance Unit as well, She/He will be responsible for collecting, analyzing and reporting on the effectiveness of internal control and compliance with local legislation, third parties requirements and interna regulations, of the country offices in the region.

Responsibilities

a) Process Development:

· Develop and introduce clear and easy to use criteria and guidelines for process quality and compliance, working closely with relevant departments (e.g. Program, Finance, Procurement, etc.)

· Develop, revise and implement manuals, guidelines, procedures, checklists, tools useful to program design initiatives, compliance and process monitoring;

b) Compliance:

· Work with Project Coordinators and local partners (LP) to monitor adherence to grant agreements.

· Educo’s policies and procedures and relevant donor rules and regulations; (checklist, workshops, desk review.

· Support managers in ensuring all approved policies are disseminated and are strictly implemented.

· Identify programmatic, operational and compliance issues, challenges, and develop appropriate recommendations; monitor/advise in implementing the recommendations.

· Support in monitoring compliance to organizational policies and standards, such as but not limited to Child Safeguarding Policy, Anti-Fraud, Whistle Blower Policy, and P&C, Finance and Operations Policies and Procedures.

· Participation in any Country Office committee as requested.

c) Support to Country Office Internal Audit:

· Provide relevant findings and documentations to concerned units and provide recommendations for corrective actions; conduct periodic review of internal process to check if level of authority is followed; conduct unannounced field visits and document reviews to promote zero tolerance of fraud and corruption.

d) Support to HO Internal Audit

· Review the processes and sub-processes carried out in all Asia countries offices to verify their effectiveness.

· Perform the audit processes agreed with the Head of Internal Audit.

· Ensure the work papers are complete, consistent, referenced and signed-off, and the correct templates have been used.

· Report on the result of the audit reviews, describing the incidents detected and their causes.

e) Team Support:

· Contributes to proposal development efforts.

· Contributes to other tasks assigned by Country Director/ Audit & Compliance Unit (HO).

f) Personal Development

· Attends internally and externally facilitated training events, workshops, symposiums, studies, conferences to enhance level of performance.

· Maximize the use of ICT for greater awareness of local and global trends affecting development work.

· Accepts special objective assignments for skills enhancement and expansion.

· Shares learning to benefit others.

g) Others

· Performs other tasks that are needed to ensure deliverables of project/program implementation are met
