Job Summary

Job Summary The Project Officer is responsible for the direct implementation of all project activities in the area of assignment under the UNICEF funded multigrade schools project. The Project Officer will serve as the focal person for the implementation of project activities in collaboration with DepEd partners at the division level. The project officer will support in ensuring that planning and coordination is in place; project activities are implemented as planned and in accordance to the approved budget; on time submission of project reports and compliance to Educo’s policies and procedures in all the assigned areas. This is a fixed term position for the period of 9 months and will be based in Northen Samar (Catarman).

Responsibilities

A. Planning and Coordination

a. Provide support in the development of project implementation plan and budget by providing essential information for the assigned project areas.

b. Facilitate essential coordination meetings with DepEd’s division levels in the assigned areas.

B. Project Implementation

a. Be responsible for the implementation of project activities in the assigned project areas in collaboration with DepEd partners.

b. Monitor closely the implementation of project activities in the assigned areas and provide feedback to Project Coordinator on any emerging issues affecting the implementation of project activities.

c. Provide input to Project Coordinator in the preparation of budget forecast by providing relevant information for the assigned areas.

d. Ensure that all finance and procurement policies and procedures are followed in the implementation of project activities in the assigned areas.

e. Take the lead in the conduct of baseline survey in the assigned areas and provide data in monitoring project achievement against the target.

C. Reports Management

a. Provide support to Project Coordinator in preparing monthly accomplishment report to Educo and project report to donor.

b. Ensure that the implementation project activities in the assigned areas are well documented, including the collection of success stories of project beneficiaries

D. Compliance to Corporate Mandates

a. Comply with all organizational policies and standards such as but not limited to Child Safeguarding Policy,
Anti-Fraud, Whistle Blower Policy, and P&C, Finance and Operations policies and procedures

E. Personal Development

a. Attends internal and external facilitated training events, workshops, symposiums, studies, conferences to
enhance level of performance. Maximize the use of ICT for greater awareness of local and global trends
affecting development work. Accepts special objective assignments for skills enhancement and expansion.
Shares learning to benefit others.

F. Others
a. Performs other tasks that are needed to ensure deliverables of project/program implementation will be met.

Essential Qualifications:

  • Bachelor’s Degree in Education or Social Worker or other related courses. Graduates of other course may be considered if
    s/he has the experience and competency requirements of the role.
  • Experience working with INGOs, preferably with child-rights organizations
  • Minimum experience of 2 years in similar role
  • Exposed and has knowledge in managing and implementing development project, preferably related to education in Samar
    or Northern Samar
  • Ability to prioritize and manage a complex and varied workload, often with tight deadlines
