Job Summary

This is a consultancy for a proposal the organization is working on. conduct a thematic evaluation of Investment grants within a 3-year allocation period. This will help assess whether the grants contributed to the strategic objectives of the organization; tackled regional and national bottlenecks; as well, inform the next allocation cycle post-2022.

Key responsibilities:

  • Provide oversight and guidance to the evaluation of the Multi-Country Grants.
  • Conduct thematic evaluation using both qualitative and quantitative methods.
  • Evaluate the efficiency, effectiveness and equity of operationalization and implementation of Multi-country Catalytic Investment grants to inform the allocation of new grants.
  • Assess the extent to which the Multi-country Catalytic Investment grants have achieved their key objectives.
  • Prepare reports that will provide an understanding of the review context and objectives as well as a review framework.

Required Skills and Experience

  • Advanced university degree or comparable training in health economics, public health, health policy and management or a related area;
  • At least 15 years’ experience in work related to global health and international development, including grant implementation and management;
  • Prior experience in similar reviews/evaluations of multi-country grants in public health programs in Low-and Middle-Income Countries (LMIC);
  • Good knowledge of or prior work experience with the Global Fund to Fight AIDS,
  • Tuberculosis and Malaria or a similar international organization;
  • Demonstrated experience in developing and delivering recommendations to senior management teams of organizations working in global health;
  • Political astuteness and diplomatic skills to navigate complex multi-stakeholder environments;
  • Excellent communication skills, including writing and presentation skills; and
  • Ability to meet tight deadlines with quality products. Experience in both development and humanitarian contexts is considered an asset.
  • Proficiency in English and French is required.
