BACKGROUND AND ROLE PURPOSE

The Europe and Central Asia (ECA) Team is a dynamic team which implements programmes with partners on the protection of journalists, freedom of expression and digital technologies, access to information, transparency and civic space across the region.

The ECA Communications and Media Officer is part of ARTICLE 19’s Europe and Central Asia Team, and works under the guidance of the Head of Europe and Central Asia Team with strong collaboration with the International Communications Team. This is a high-performing team with a significant portfolio of freedom of expression and information projects, research and advocacy across the region including on Russia, Belarus, Central Asia, Turkey, the Western Balkans, the European Union and the United Kingdom. This new position is focused on growing and communicating Article 19’s work in the region through our new entity in The Netherlands.

The ECA Communications and Media Officer is responsible for engaging ARTICLE 19 Europe and Central Asia’s audiences online, through the creative use and effective management of digital channels, including the article19.nl website and ECA social media channels. An expert in building online engagement, s/he leads on developing compelling social media content and powerful stories to inspire wide audiences across different channels ARTICLE 19’s online presence. S/he will work with ARTICLE 19’s International Communications team on engaging audiences via new media and generating impactful coverage for ECA’s research and advocacy work through traditional and new media outlets across the region.

The position is based in Amsterdam and will liaise with the Europe and Central Asia team who are based across the region.

KEY RESPONSIBILITIES

Strategic Planning:

  • Formulate and lead strategies for maximizing the impact of ARTICLE 19 ECA team and our partners’ research and advocacy through communications and campaigns;
  • Contribute to the identification of new areas for ARTICLE 19’s growth and impact across the region;
  • Monitor human rights, freedom of expression and information trends in the ECA region with a view to developing tactical and strategic media communications plans.

Communications and Media:

  • Develop and maintain ARTICLE 19 ECA’s .nl website;
  • Develop and maintain ARTICLE 19 ECA’s national, regional and international traditional and new media contacts across the region and increase ARTICLE 19 ECA’s profile in regional media;
  • Maintain ECA contacts on the CiviCRM;
  • Work with ARTICLE 19 ECA team and our partners to develop compelling copy, image and video content for A19 ECA accounts around key freedom of expression issues;
  • Work with ARTICLE 19 ECA team to draft and review written statements and press releases on key freedom of expression and information issues in the ECA region;
  • Manage and develop ARTICLE 19 ECA’s social media channels and build audience engagement;
  • Oversee communication dissemination strategies for ARTICLE 19 ECA's reports, articles and publications on the website and social media channels;
  • Run, measure and optimise social media campaigns across ARTICLE 19 ECA’s social media accounts.

Advocacy:

  • Plan and implement public advocacy events, including by coordinating partners, managing team members, and serving as an ARTICLE 19 spokesperson;
  • Represent the organisation in the region, including at external meetings with diplomats, government officials, partners, and others and as a spokesperson for ARTICLE 19 in The Netherlands where necessary.

Fundraising and Donor Management:

  • With supervision and support from the ECA and fundraising teams, contribute to the development of fundraising proposals, particularly with Dutch donors, for new projects in line with ARTICLE 19's global and regional strategy.

Global Responsibilities:

  • Contribute to ARTICLE 19's global strategies, policy discussions and campaigns;
  • Represent the ECA team as needed at external events;
  • Facilitate cross-learning and collaboration with other team members and teams across ARTICLE 19.

PERSON SPECIFICATION

ESSENTIAL

Education and Experience:

  • Educated to degree level, preferably in a related field such as journalism, communications, human rights, politics and international relations, or law;
  • Demonstrable experience working on digital communications, advocacy or in journalistic role preferably for an NGO or international charity focused on human rights;
  • Significant knowledge of freedom of expression and information issues, in particular within the Europe and Central Asia region;
  • Experience of building and maintaining strong media contacts in Europe and securing coverage of relevant issues in the press.

Skills and Abilities:

  • Outstanding ability and fluency in written and verbal communication skills in English;
  • Written and spoken fluency in another European language, preferably Russian, French or Dutch would be desirable;
  • Media relations experience;
  • Web development skills;
  • Awareness of digital security issues and ability to communicate through secure means of communications;
  • Ability to multi-task, prioritise and complete activities under time pressure;
  • Good interpersonal skills and experience working and communicating with colleagues and partners in different locations;
  • Self-motivation and the ability to work with minimal supervision;
  • Ability to work in a multi-cultural work environment and commitment to equal opportunities and non-discrimination; Understanding of human rights, specifically freedom of expression and access to information, in the Europe and Central Asia region;
  • Must have the right to work in The Netherlands.
