Republic of Congo Program Overview:

Over the past 25 years, WCS Congo has been the government’s principle conservation partner, assisting the Ministry of Forest Economy (MEF) in managing wildlife and its habitat in several of the country’s national parks, reserves, and protected area buffer zones. Within these sites WCS is developing and implementing actions for effective wildlife protection; community based natural resource management; ecological monitoring; scientific research; and environmental education. The program is the largest in WCS’s global portfolio and reports to the Regional Program for Central Africa and Gulf of Guinea. WCS Congo’s current portfolio of programs includes the management of the Nouabale-Ndoki National Park through a Public-Private Partnership with the Government of Congo, wildlife management in the substantial buffer zones of the Park, co-management of Lac Tele Community Reserve, a national program to support reform of marine conservation and resource management, and a substantial policy support program to the central government in Brazzaville.

Job Summary:

The Wildlife Conservation Society is seeking a Director of Logistics for the WCS Congo Program. S/he will be responsible for all matters related to the management of logistics projects and program operations in relation to: procurement, transport and vehicle maintenance, asset management, compound maintenance, warehousing / stock control, building maintenance, management of clearing goods through customs and the distribution of goods, IT and telecommunications, management of infrastructure projects, security and context monitoring and monitoring of COVID-19 sanitary protocols. S/he will monitor and oversee the logistical operations to ensure that systems are implemented correctly and comply with WCS and donor standards.

Based in Brazzaville, there will be frequent travel to field sites to support the field-based operations teams.

Responsibilities:

  • Direct supervision of all Brazzaville based logistics staff including evaluation, mentoring and training.

  • Ensure all purchasing and procurement for the Country Program complies with WCS and donor policies.

  • Implement digital inventory system: tagging and listing all assets in the database with regular monitoring system for asset management.

  • Assist in establishing and implementing procurement plans across the country program

  • Ensure all infrastructure projects follow WCS and donor requirements.

  • Supervision of the vehicle fleet management system and vehicle maintenance in accordance with the WCS procedures manual

  • Coordinate all transportation, movements and use of fleet by WCS personnel, partners and visitors, in accordance with security protocols

  • Ensure all internet and communications system (VSAT, HF, VHF, GPS tracking devices, Meraki device management) are functional and utilized in accordance with established procedures

  • Ensuring the proper functioning of the computer system on a country level

  • Ensure all permits, licenses and authorizations for aviation and telecommunications are up to date

  • Manage importation of equipment into Congo, ensure necessary custom exemptions are obtained

  • Ensure the management of security and context monitoring.

  • Develop and disseminate procedures as necessary, and as agreed with the Country Director, to ensure effective and efficient operations.

  • Oversee management of Brazzaville office facilities and security arrangements.

  • Oversee the updating, implementation and compliance of COVID-19 and other health-related protocols

Requirements:

  • University degree in management, engineering or a related field

  • At least 10 years of field level experience in Africa in construction, fleet management and logistics with progressively senior management responsibilities

  • Excellent organizational skills with a practical hands-on attitude to work

  • Proven experience of working with international organizations or private sector

  • Strong written and oral communications

  • Advanced IT skills with experience in specific inventory systems and software an advantage

  • Fluency in French and English

  • Proven experience of working in a multicultural environment

  • Interest in wildlife and conservation issues, with experience of protected area operations a distinct advantage

  • Willingness to travel to remote field sites
