Credence Management Solutions, LLC (Credence) is seeking a Senior COVID-19 Public Health Advisor within USAID’s Global Health, Infectious Diseases Office, Emerging Threats (ID/ETD) Division.

Summary Statement

This position is located within USAID's Bureau for Global Health, Office of Infectious Disease, Emerging Threats Division, and will contribute towards supporting the Office’s complex and multi-faceted response to the COVID-19 pandemic. The COVID-19 pandemic poses unprecedented operational and programmatic challenges to USAID’s development Mission across the globe. To date over 100 countries have received support from USAID. The protracted nature of this multi-sector health emergency only further complicates response efforts. In addition to supporting public health measures to stop transmission and reduce morbidity and mortality due to COVID-19 infections, there will need to be support to health systems facing service disruptions that have decreased immunization rates and threaten to set back public health outcomes substantially.

Job Requirements

The Senior Technical Advisor (COVID-19 Public Health Advisor) will serve as a leading senior advisor in the Bureau for Global Health, Infectious Diseases Office, Emerging Threats Division (GH/ID/ETD) to support the Bureau’s complex COVID-19 response portfolio. The Advisor will serve as a member of ETD’s COVID-19 response team, with key responsibilities that include but are not limited to: supporting countries in preventing and responding to COVID outbreaks and second order health effects due to the COVID-19 pandemic; providing technical assistance and operational guidance to country programs and monitor COVID -19 program implementation; managing, reporting and analyzing COVID-19 related data, providing technical briefings to senior leadership. This position will require work across all Offices in the Global Health Bureau, in coordination with USAID Missions, as well as other USAID Bureaus and Independent Offices (B/IOs) to be fully successful. The Senior COVID-19 Technical Advisor will receive day to day guidance from the ETD Division Chief or his/her designee.


Monitoring and Evaluation/Reporting

  • Collaborate on the monthly COVID-19 Pillar 2 reporting process, including preparation of reports
  • Lead review and analysis of implementing partner reports and indicator data, in coordination with the A/CoR
  • Lead the process to design, conduct, and analyze COVID-19 Pillar 2 outcome studies, working with GH monitoring and evaluation staff.
  • Organize and/or participate in conducting COVID-19 related program evaluations and/or prepare scopes of work for independent evaluations.
  • Conduct data analysis and use data to develop spreadsheets, databases, graphics, charts and other media with information related to USAID’s COVID-19 activities.
  • Assist with the completion of data quality audits of COVID-19 Pillar 2 indicators.
  • Provide technical coordination, technical assistance, and guidance in assessing COVID-19 response and control measures in Bureau strategic documents.
  • Review workplans and other partner documents for COVID-19 activities and requirements.
  • Refine methods to track, monitor and measure progress and impact in all COVID-19 related programming within the GH/ID office.

Program Administration and Guidance

  • Oversee the review and analysis of partner results and use the results to inform appropriate program redirections
  • Provide technical coordination and programmatic assistance to Missions’ COVID-19 program activities.
  • Ensure COVID-19 programming is consistent with the current programmatic guidance and funding levels
  • Provide specialized expertise and analysis support to individual country programs in program planning, monitoring, and review
  • Convene and lead meetings with internal and external stakeholders to address implementation and overall policy issues and processes
  • Provide advice and support to strategic planning processes and programs

Technical Resource

  • Facilitate vaccine access and distribution efforts including reprogramming, logistics, microplanning ad risk communication at country level
  • Keep abreast of new developments and emerging issues related to COVID-19 that impact USAID’s programmatic investments and technical priorities.
  • Identify and present and share information and evidence-based best practices related to COVID-19 to the COVID-19 team.
  • Track and monitor COVID-19 supported programs and provide regular updates to Division, Office, Bureau and Agency leadership
  • Liaise with GH Bureau COVID-19 Sustained Crisis Response Team and other COVID-19 dedicated staff throughout the GH Bureau.
  • Facilitate coordination across Bureau, Agency and interagency as appropriate
  • Provide detailed responses to budget requests
  • Lead data collation efforts and actions preparing for future audits
  • Other duties as assigned.

Professional Development

  • Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
  • Complete and execute an Individual Learning and Training Plan and Annual Work Plan.


  • Master's degree and 9 years of relevant experience or Bachelor’s degree and 11 years’ of relevant experience. Degrees should be in public health; international public health, or a related social science field.
  • At least 9 years of professional experience with two or more public health technical disciplines (such as, Infectious Disease, Emerging Threats, Data Analysis, M&E, etc); job duties/responsibilities generally related to SOW requirements.
  • Demonstrated experience in leading international health development programs in a developing country setting.
  • Experience in infectious disease outbreak or pandemic response activities.
  • Experience working with USAID global health programs, particularly infectious disease programs.
  • Strong interpersonal, oral and written communication skills.
  • Ability to collaborate and produce quality content under tight deadlines.
  • Ability to travel domestically and internationally.
  • US Citizenship or US Permanent Residency with the ability to obtain and maintain Facility Access required.
