PILnet is a global non-governmental organization that creates opportunities for social change by unlocking law’s full potential. With programs in Europe & Eurasia, Asia, and at the global level, PILnet aims to reclaim and reimagine the role of law so that it works for the benefit of all. PILnet builds networks and collaborations of public interest and private sector lawyers who understand how law works when it serves the interests of the privileged and then it uses that knowledge to strengthen civil society and the communities they serve.


Through the first-ever Global Refugee Forum, PILnet together with other partners (the “Core Group”) solicited pledges from the global legal community – including law firms, bar associations, corporations and civil society – to help meet the unmet legal needs of refugees and others forcibly displaced. As a result, 28 law firms, bar associations and corporations have pledged 127,000 pro bono hours alongside other commitments to support refugees’ access to asylum, and other rights and protections. 59 legal and community empowerment organizations also pledged to collaborate in the initiative. Together with the Core Group, PILnet has now initiated a project to realize the commitments made as part of this pledge. Part of the project strategy is also to develop and implement pro bono pilot projects in selected jurisdictions in Asia.

PILnet is now looking for a Consultant to support the planning and development of a pilot project in Thailand. Based in Thailand and reporting to the Director for Asia and Global Project Coordinator (Forced Displacement), the Consultant is expected to deliver the following tasks:

  • Support PILnet’s team in conducting outreach and cultivating relationships with potential law firms and NGOs/CBOs in Thailand;

  • Prepare a series of national consultations that will engage law firms, NGOs, CBOs and other actors towards developing refugee pro bono projects;

  • Engage in a series of bilateral consultations with law firms, NGOs, CBOs, clinics, and other relevant actors towards developing refugee pro bono projects;

  • Document meetings, roundtables and other consultations, analyse input from stakeholders and report on outcomes and potential next steps to establish a pilot project in Thailand.

  • Handle the logistics for all consultations in close collaboration with PILnet’s team;

  • Handle expenses and receipts related to the consultations and compiling financial reports (if any);

  • Support with translation and interpreting needs.


The consultancy is scheduled to begin in February 2021 and will be completed within 4-5 months. An extension is subject to the needs of the project.

Additional conditions:

  • The consultant shall be engaged part-time during the period for approximately 10 days per month. Hours may be worked on a flexible basis depending on project needs.

  • No office space or equipment will be provided.

  • Travel to other parts of the country may be necessary. Any costs incurred related to the project including travel, transportation, accommodation and meals will be covered by PILnet.

  • The consultant is an independent contractor and not an employee of PILnet. The consultant is therefore not subject to PILnet’s personnel policy, and also not entitled to any employee benefits.


The local coordinator will ideally:

  • Have good knowledge and solid work experience on refugee issues in Thailand and the Asia region;

  • Be well connected and networked among refugee organizations and preferably also law firms

  • Have experience in handling logistics of events including managing expenditure, budgets and financial reports

  • Be fluent in written and spoken Thai

  • Have good proficiency in English

  • Have an academic degree in law, social sciences or other related fields
