Context:

Under the direct supervision of the Programme Manager (Site Management and Site Development (SMSD)) and in coordination with the Resource Management (RMU) and Programme Support (PSU) Units, the successful candidate will support the technical and operational monitoring of grants and partnership relations related to the Site Management and Site Development (SMSD) activities in Cox’s Bazar Sub-Office (SO) in IOM Bangladesh. In addition, s/he will provide support to IOM’s SMSD Partners in liaison with the relevant authorities and other coordination stakeholders.

Core Functions / Responsibilities:

  1. With the technical guidance of the Programme Manager (SMSD) and in coordination with the Site Management (SM) Area Coordinators in charge of the direct implementation of the International Organization for Migration’s (IOM) Site Management operations, participate to the monitoring of progress and implementation of budgeted operational outputs and activities for IOM’s NGO partners implementing the SMSD projects in Cox’s Bazar SO.
  2. Work closely with the RMU and PSU and support the Grants Manager in ensuring that all IOM standard requirements on finance, procurement and reporting are followed and aligned.
  3. In coordination with the SM Area Coordinators, maintain a platform for tracking the progress against the deliverables / objectives for efficient coordination of activities between IOM’s SM Support Officers and Implementing Partners (IP).
  4. In coordination with the SM Area Coordinators, monitor the adherence by the site management partners to IOM’s site management strategy and implementation of their site management projects in line with the proposed standards and priorities promoting the harmonization of humanitarian standards across all camps and utilizing tools from the sector that are aligned for service delivery across locations.
  5. Support and contribute to the capacity building of partners in site management, using contextualized Site Management Support (SMS) training resources agreed with the United Nations High Commissioner for Refugees (UNHCR) and other partners in Bangladesh by coordinating the development of contextualized training modules.
  6. Support IOM’s SMSD Partners in managing relationships with relevant authorities and linking them with broader IOM and SMSD Sector strategies and priorities.
  7. Contribute to the development of the sector activities, guidelines and documents aiming at the capacity building of national authorities for the management of camps and camp like settings, including Refugee Relief and Repatriation Commissioner’s (RRRC) Camp-in-Charge (CiC) Officers and Military Officers. Document the strategies related to IOM’s engagement with national actors at site level.
  8. Provide technical support to the performance review of IOM’s IP and evaluate the impact of IOM’s site management grants.
  9. In coordination with the Programme Manager (SMSD), draft project revisions, including adjusting ongoing project proposals and corresponding budgets on the basis of the modified work plans; analyze the Progresses and Project Implementation reports, identify and document significant project events, decisions, problems or deviations related to the planned activities.
  10. Contribute to the development and implementation of a workplan to provide weekly site visits to IP supported camps for monitoring the project/programme implementation. Undertake new assessments, contribute to the liaison and problem-solving activities with counterparts, and support with the development of new projects/programmes as required.
  11. Contribute to the development and review of new partnership opportunities, support and coordinate the drafting of proposals and reports, and the overall resource mobilization efforts under the leadership of the Programme Manager (SMSD).
  12. Provide support in preparing regular project/programme reports according to IOM and donor requirements.
  13. Act as Officer-in-Charge (OiC) during the absence of the SM Area Coordinator from the duty station.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s Degree in International Relations, Political Science, Business or Public Administration, or a related field from an accredited academic institution with two years of relevant professional experience; or

• University Degree in the above fields with four years of relevant professional experience.

Experience

• Practical experience with international organizations, in development, implementation and evaluation, and/or programme implementation and management;

• Experience in Camp Coordination and Camp Management (CCCM), relocation, cash for work,

Emergency Shelter/Non-Food Items, and project management;

• Previous experience working in Bangladesh or Rohingya population.

Skills

• Familiarity with different project cycle steps and donor relations.

• Coordination and negotiation skills with a range of different stakeholders including local authorities, UN agencies, NGOs, Clusters/Sectors.

• Reporting writing & grant management skills.

• Organisation and project cycle management skills.

• Technical CCCM expertise.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Bangla, Rohingya Refugees (Rakhine State), Spanish and/or French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
