The current Country Strategic Plan (CSP) for PLAN International CAR has been approved for the period 2019-2021. It has a country annual budget turnover of near 24 million Euros, a team of 300 staff, and a large grants portfolio from bilateral and multilateral donors including WFP, ECHO, SIDA, IRISH AID, BMZ etc.

The IT Specialist is responsible to manage the Information and Communications Technology (ICT) environment and services (including responsibility for information security, Data Protection and Digital technology for development) within the country under the direction of the Head of Operations

Dimensions of the Role

What does the job holder plan?

· ICT objectives and other contributions to developing and implementing the Country Strategic Plan

· ICT operational plans (including information security)

· ICT disaster recovery plans within the business continuity plan

· ICT continuous data privacy & Data Protection

· ICT infrastructure that complies with corporate standards

· Appropriate Information Security plans

· ICT capacity building in-country

· ICT for development and Business in-country (Digital technology for development and business)

What are the outputs and deliverables?

· Participate in the development and implementation of the global IT strategy

· IT specialist is focal point for data privacy & Data Protection

· Configure and upgrade the asset management software (EASY LOG & GASPAIE) to all asset information

· Monthly backup asset management software (EASY & GASPAIE)

· Develop local IT policies and procedures

· Availability and reliability of the ICT infrastructure, applications and connectivity

· Maintain agreed levels of service provision and service levels

· Expenditure control within approved limits and management of approved ICT budget

· Provide ICT support to delivering program outputs

· Provide ICT expertise to ICT in the communities (ICT as a medium of development) and business

· IT Specialist is responsible to secure and protect through use of tools to prevent intrusion, maintain security and enable monitoring.

· IT Specialist play an important role in providing services in a timely and professional manner to meet office requirements and user expectations.

· Lead the provision of technical support for corporate applications, including installation and upgrades

· Manage ICT risks

· IT specialist prepares and submit activities plan, manage it professionally and align it to office needs.

· IT specialist tests the recovery of data backups on a monthly basis?

· Participate in system/project testing, rollout and certification

· Lead the provision of technical solutions and systems to meet local requirements

· Provide content inputs to ICT staff recruitment, training and development

· Provide training and support on technical aspects of corporate applications and information security responsibilities

· IT specialist Develops an annual IT work plan that covers support and maintenance of IT services in line with the country office needs?

· IT specialist Provides Risk Management advice to local management team.

· Provide supplemental policies and guidelines for local security environment

· As Local Information Security Officer (LISO) perform ongoing activities as required by corporate policy

· Serve as ICT4D Point person to the SUB-OFFICE to provide technical advice in the incorporation of ICT4D frameworks in the design and implementation of ICT4D technologies for upcoming and ongoing projects within the SUB-OFFICE.

· Collaborate with the MERL staff in the implementation of ICT4D for data gathering and tool assessments.**

· Serve as ICT4D Point person to the SUB-OFFICE to provide technical advice in the incorporation of ICT4D frameworks in the design and implementation of ICT4D technologies for upcoming and ongoing projects within the SUB-OFFICE.

· Collaborate with the MERL staff in the implementation of ICT4D for data gathering and tool assessments.**

Qualifications and Experience

· University Degree or equivalent in a Computer studies discipline

· Minimum of 5 years relevant experience in the field of ICT, preferably with management responsibilities

· Experience of supporting local area networks, SQL Server, Exchange server, wide area networking (e.g. CISCO) and telecommunications

· Experience of Microsoft Server administration

· Experience of database administration for Microsoft SQL Server

· Experience in managing and implementing information systems and supporting technologies

· Training in management/leadership and/or project management an advantage

· Work experience in an NGO is an advantage

Physical Environment

· Based in the country office located in Bangui with extensive and regular local travel as well as some international travel,

· Ability to travel to remote areas,

· Current security level for CAR is High

Level of contact with children

Low contact: No contact or very low frequency of interaction
