Since the Philippine Red Cross (PRC) became an independent national society on 15 April 1947, the American Red Cross (AmRC) has a close, collaborative, and mutually beneficial relationship with focus on response, recovery, National Society Development (NSD) including Information and Communication Technology (ICT) system strengthening and Disaster Preparedness. AmRC has a Delegation team in the Philippines that supports the operations of the AmRC-funded projects and capacity enhancement activities.
PRC is a member of the International Red Cross and Red Crescent Movement. Currently, PRC is a growing international humanitarian organization staffed with approximately 2000 people. The mission of the PRC is to provide a sustained and effective humanitarian service committed to building resilient communities, run by well-trained and dedicated staff and volunteers imbued with integrity, equipped with the necessary logistics and the maximum usage of information technology. PRC will continue to expand its volunteer network in every part of the country to ensure swift delivery of its services to fulfill its vision to be the foremost humanitarian organization ready to meet the challenges and capable of rapid delivery of humanitarian services to prevent and alleviate human suffering and uplift the dignity of the most vulnerable.
In September 2019, with the funding support from AmRC, PRC hired an independent IT consultancy firm to assess the current state of the PRC IT systems and determine its capacity to fulfill its mission to serve the most vulnerable through the PRC major services (Disaster Management, Safety, Welfare, Blood, Health, RCY, and Volunteers Services). The analysis of the independent firm was narrowed down to five major components which are the following: Business Continuity, Digital Transformation, Cyber Security, IT Infrastructure, and Enterprise Resource Planning. From these major factors, the American Red Cross is fully supporting the implementation of the project entitled “Enhancing the Effectiveness of PRC Support Services” (EESS) to meet the gap identified in the study conducted by the consulting agency hired by PRC last 2019
PRC will hire a consulting firm to implement a major part of the EESS project which is the development and implementation of the ERP system for the whole organization with modules on Human Resource, PMER, Operations Center, Finance, and Logistics/Asset Management, which must be the same system used by the rest of the major and support services of the organization. To support this endeavor, AmRC is looking to hire a consultant on a task-based order to provide advice on Information and Communication Technology (ICT), technical input and oversight when needed to guide the hiring of the consulting firm and the development and implementation of the ERP system.
With the abovementioned initiative, AmRC Philippines Delegation seeks a qualified consultant with a strong background in ICT to work with the EESS Project Team to ensure the design of the ERP system proposed by consulting firms who will be participating in the bidding process is efficient, uses suitable technology, is low maintenance and meets all technical requirement of the organization.
The ICT Consultant will be part of the screening panel for the proposals received by the Bidding and Awards Committee (BAC) to ensure that the organization is getting adequate high-quality proposals that will address the needs of the project.
The ICT consultant will work under the supervision of the Project Manager on a task-based order to ensure that the technical needs of the organization are properly translated to the chosen consulting firm and make sure that the solution is compatible with the technical needs defined.
3 SCOPE OF WORK
The ICT consultant shall familiarize her/himself on the needs of the PRC through different assessments including but not limited to the following:
Inventory of all existing hardware per department including specs
Inventory of all existing software and systems per department and its functions
Recommendation of any upgrade if necessary, in preparation for the implementation and rollout of the ERP system
The ICT Consultant shall provide technical support in the bidding process including but not limited to the following:
Create a detailed system requirement of respective services and match it with the proposals received by the BAC;
Ensure that consulting firm submits all required documents to participate in the bidding process;
The ICT consultant must assist in the onboarding procedure of the chosen consulting firm and provide technical input throughout the project implementation as required, which could include but is not limited to the following:
Present to the chosen consulting firm the technical requirements of PRC
Ensure that the consulting firm’s proposal is compatible with the technical requirement of the organization by creating a comparison of detailed needs vs proposal to be checked and approved both by the technical working group (TWG) and the chosen consulting firm.
Ensure that the ERP design of the chosen consulting firm is viable for the duration set by this project and meets the expectation of the organization
Ensure that the proposal received from the consulting firm is cost-effective, and proposes a solution that meets known ICT standards, is user-friendly, and can be maintained easily with the existing capacity of the organization
4 WORK PLAN AND EXPECTED DELIVERABLES
4.1 Work Plan (indicative)
The consultancy period will be for a maximum of 75 working days on an average of 5 days per month between March 2021 and September 2022. The consultant will be required to provide and confirm a detailed work plan during the inception meeting before commencing the actual work.
4.2 Expected Deliverables
Services to be provided by the consultant will be organized through Task Orders agreed upon and
signed by both parties i.e., the consultant and the AmRC Philippines Delegation. Each Task Order will include a specific payment schedule, deliverables, estimated timelines, and related terms.
Major deliverables will include, but are not limited to:
Initial assessment report on detailed ERP system requirement per service (developed in close consultation and concurrence of the respective ERP TWG members);
Summary of every technical proposal received during the bidding process;
Comparison analysis of proposed system from the chosen consulting firm vs technical needs of PRC and identification of gaps in the proposal (if any); and
Technical review of the ERP development and advice on course correction and management during the implementation of the ERP.
5.1 Administrative and Logistic Support
The consultant is expected to use her/his own laptop/computer. Approved administrative and logistical costs will be reimbursed by the project team.
5.2 Reporting Relationship
The consultant will report to the Philippine Red Cross EESS Project Manager with attention of the American Red Cross Philippines Country Representative and MEL Delegate.
5.3 Quality Assurance and Ethics
The consultant will be required to establish mechanisms to ensure the quality and compliance to standard ethics for the ERP development. This should be clearly indicated and described as part of the application.
5.4 COVID-19 Guidance
The consultant should ensure that all activities are conducted in accordance with relevant and mandated technical guidance related to the Coronavirus disease (COVID-19) as advised by the Philippine Red Cross, Government of Philippines, and the World Health Organization (WHO). The consultant should also consider potential delays when planning and scheduling activities as a result of adjustment of policies and guidance related to the COVID-19 pandemic.
6 QUALIFICATION, APPLICATION, AND SELECTION
6.1 QUALIFICATION OF THE CONSULTANT
Bachelor’s Degree in Information Communication Technology (ICT) or a closely related discipline
A minimum of 10 years of work experience mostly in planning and/or developing IT systems.
Demonstrated ability to provide input to business processes re-engineering, expansion, and implementation of new systems.
Detailed understanding of IT support services including IT hardware/infrastructure support, ERP support, and other IT applications support and web design.
Demonstrated experience in ERP development and/or implementation
Knowledge and experience in IT systems and infrastructure procurement processes
Ability to support system designs and application requirements based on users' output requirements.
Demonstrates strong oral and written communication skills
In addition to the scope and output stated above, the ICT consultant will be required to undertake other ad hoc tasks that may arise during the bidding process up to the awarding of the contract to the chosen consulting firm. These tasks will be delegated by the project manager who will ensure that these tasks do not impede the consultant’s ability to meet its contractual obligation/deliverables.
All materials and other intellectual property produced while working under contract including but not limited to documents, reports, presentations, photographs, and other media will remain the property of the Philippine Red Cross and this material will be submitted to the project manager regularly.
