The Grants Coordinator will contribute to achieving quality programming by closely supporting the Grants Manager in ensuring effective grants management including, internal and donor compliance requirements, timely and quality reporting as well as supporting proposal development, and acting as the focal point for key mandatory activities in relation to downstream partnerships and consortia under NRC’s Project Cycle Management (PCM). The Grants Coordinator position is crucial to oversee the collection of inputs from multiple NRC area offices, implementing partners as well as consortium members to ensure a structured, timely, and harmonized approach to grants coordination.

The following is a brief description of the role:

  1. Adherence to NRC policies, guidance, and procedures;
  2. Support overview and maintenance of a grants portfolio (including filing of grants documents), donor requirements, rules and regulations, and internal and external deadlines;
  3. Support the development of donor applications and reports, as well as ensuring donor compliance and quality control;
  4. Contribute to the development and revision of funding proposals, budgets, and donor reports;
  5. Support the Grants Manager to continuously improve internal grant management systems;
  6. Provide an internal help-desk on donor related issues, including donor rules and regulations, as well as proposal and report writing;
  7. Coordinate the development and distribution of internal reports;
  8. Contribute to PCM procedures and usage of the NRC PCM framework in the country office, with a particular focus on partnerships and consortia, throughout all stages of the PCM;
  9. Represent NRC with relevant partners, area-level/ local donors, and coordination bodies (working groups, clusters) as delegated by the Grants Manager;
  10. Promote the rights of IDPs/returnees in line with NRC’s advocacy strategy.

Specific responsibilities

Funding Identification and Proposal Development

  1. Initiate the go/ no-go discussion for identified funding opportunities and record discussions and completed checklist;
  2. Organize proposal-planning meetings and coordinate concept note/ proposal development for assigned portfolio of donors. This includes potential coordination with downstream partners, consortium members, and/ or NRC’s other Country Offices in the region;

Due Diligence Assessments and Partner Agreements

  1. Support NRC Afghanistan’s due diligence assessment when and as required by an existing or new donor;
  2. Coordinate organizational assessments of implementing partners and consortia as per NRC’s Partnership Toolkit procedures and relevant donor regulations. Also ensure an updated organizational assessment is carried out on an annual basis;
  3. Support in the development of teaming and partnership agreements between NRC and downstream partners and/ or consortium members;

Donor Reporting and Monitoring/ Review

  1. Conduct partners’ coordination, monitoring, and field support missions to project sites of assigned grants portfolio;
  2. Coordinate the finalization of partner and donor reports ensuring consistency between narrative and financial reports and that they meet quality standards in terms of language, consistency of information and structure;
  3. Review partners’/ consortia members’ budget and highlight critical financial issues such as under/over spends to finance and Budget Holders, and follow up in writing when discussed verbally;
  4. Keep track of project review meetings and support partners’/ consortia members’ in conducting regular joint review meetings in a life cycle of a grant with 12 months period;
  5. Monitor grant payment schedules and income requests for respective portfolio, working closely with finance to ensure this is done in a timely manner;

Donor Compliance

  1. Support and advise programme colleagues with queries related to donor compliance on grants within portfolio and ensure appropriate donor templates are readily available;
  2. Support openings and close out of grants, including grant opening meetings and close-out meetings, in respective portfolio;

General Administration

  1. Ensure all key grant documents for a grant is available within the Grants department by maintaining a standardized information management/filing systems;
  2. Support the Grants Manager and other Grants Coordinator to ensure correct and up-to-date maintenance of Grants Tracker;

Generic professional competencies:

  • At least 3 years’ experience of donor relations and grants management (e.g. with institutional humanitarian and development donors), particularly around partnerships;
  • Good understanding of donor rules and regulations;
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector;
  • Proven skills and experience in report and proposal development and working with multiple donors;
  • Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure;
  • Excellent written and oral communication skills in English;
  • Good communication and interpersonal skills;
  • Above average computer skills, particularly in Microsoft Windows Word and Excel;

Context/ Specific skills, knowledge and experience:

  • Experience with partnerships and consortia coordination;
  • Experience working in complex environments and with displaced populations;
  • Good cultural awareness and sensitivity;
  • Ability to work under pressure, independently and with limited supervision;
  • Holds self-accountable for making decisions, managing resources efficiently, holds the team accountable to deliver on their responsibilities.
  • Willingness to travel to area offices and work in difficult environment according to travel requirements.
