GIZ - Support to the AU in migration and displacement project would like to invite all interested bidders/consulting firms who are eligible to participate in this open tender, are herewith requested to submit their proposals to the Consultancy service for "Formulation of the Somalia National Migration Policy Framework and Plan of Action and Mainstreaming the National Migration Policy in to the National Development Plan''.

Interested bidders who fulfill the following criteria, can request the detailed tender documents via an email address pcc@giz.de starting from Wednesday, February 10th 2021.

The Federal Government of Somalia (FGS) has requested the African Union for support to develop a national migration policy framework and other activities towards strengthening migration governance in Somalia under the Commission’s Technical Assistance Facility on Migration Governance, which is supported by GIZ.

Within this framework of request GIZ is looking for a consultancy firm to assist the Office of the Special Envoy to conduct various activities to strengthen its migration governance architecture and formulate the migration policy framework for Somalia.

BACKGROUND

According to UNHCR, Somali refugees make up one tenth of the world’s total and contributed to the majority of migrants in Europe as at end of 2016. A 2017 UNHCR report shows that more than 2 million Somalis are currently displaced by a conflict that has lasted over two decades. Further, an estimated 1.5 million people are internally displaced in Somalia, and nearly 900,000 are refugees in the near region, including some 308,700 in Kenya, 255,600 in Yemen and 246,700 in Ethiopia. Between November 2016 and March 2017, more than 615,000 people in Somalia were internally displaced by drought, including 377,000 that were displaced in the first three months of 2017.

Cognizant of the migration/development nexus, and in order to mitigate the adverse impact of migration on development and fostering its positive impact the Federal Government of Somalia (FGS) established the Office of the Special Envoy on Migrants and Children’s Rights (OSE) by decree in 2015.

While the FGS has made strides in creating the institutional mechanisms for managing migration, there is realization that the government needs to move to the next stage in establishing a robust migration governance regime through the formulation of a national migration policy framework and implementation strategy. This is to be achieve in various phases.

Phase I aimed at enhancing awareness on migration governance and has already been accomplished through a 5-day training on migration governance that officials of the FGS attended in March 2020. Phase II is currently underway, and entails providing technical assistance to the FGS in conducting a migration situation analysis and mapping in Somalia. The exercise started in July 2020 and is being finalized.

SCOPE OF WORK

Within the context of the above, the AU Commission and GIZ are seeking the services of a consulting firm to undertake Phases III, IV and V of support to the FGS in accordance with the scope of work and deliverables outlined below.

  • Phase III: Strengthening Somalia’s National Coordination Mechanism

  • Phase IV: Formulation of the Migration Policy Framework and Plan of Action

  • Phase V: Mainstreaming the Migration Policy into the National Development Plan

DELIVERABLES

  • Report reviewing the legal status of the NCM, TOR of the NCM, three-year strategy of the NCM and its advocacy plan.

  • Inception report on the methodology and process for formulating the migration policy framework.

  • Validated migration policy framework for Somalia.

  • Final mainstreamed national development plan.

REQUIRED QUALIFICATIONS

It is expected that the assignment will be conducted by a consulting firm combining relevant areas of expertise. Consulting firms can bid for this tender with a minimum of 1 expert, or a team of experts. In case of a team of experts, the technical offer should be clear on how roles and responsibilities will be divided between the experts. In cases where a consulting firm submits more than one expert, the maximum number of workdays will remain unchanged. Submissions should include CVs of experts that will undertake the assignment.

The expert(s) shall fulfil the following qualifications, which will be evaluated according to the technical assessment grid:

Academic Qualifications

I) Master’s degree in the field of social sciences, law, international relations, migration or related fields.

General professional experience

II) Minimum relevant international work experience of 5 – 10 years.

III) International work experience in migration policy formulation, organisational development, social research around migration and human mobility (displacement, refugees, diaspora engagement, labour migration, and return/reintegration etc.);

IV) In-depth knowledge of contemporary political dynamics in Somalia and the Horn of Africa;

Specific professional experience

V) Knowledge of migration and development issues in Somalia and Africa;

VI) Knowledge of global, continental and regional policies, laws and initiatives regarding displacement, migration and mobility;

Regional experience

VII) Knowledge and experience on global, continental and regional policies and initiatives on migration, migration and displacement

Language

VIII) Fluency in English is required, knowledge of Somali would be a strong asset.

Other skills

IX) Experience in similar assignments in Somalia or in East Africa would be an added advantage;

X) Experience working with the AU Commission and other multi-lateral organizations on similar assignments;

XI) Experience and ability to interact with senior officials (Government officials and representatives of multilateral and bilateral agencies);

XII) Experience and ability to navigate political processes in highly sensitive settings;

XIII) Excellent drafting/writing and analytical skills;

XIV) Strong interpersonal, networking and presentation skills.

The bidder must provide a clear overview of all proposed short-term experts and their individual qualifications.

Risk Management: The consultancy potentially involves travel to Mogadishu, Somalia. GIZ risk management rules and regulations for international consultants must be strictly adhered to. It is expected that the consultancy firm has a risk management system in place. In case of an individual international consultant, the person must prove his/her completion of a HEAT safety training within the past three years and agree to follow GIZ recommendations and protocols on safety procedures.

Proposals should be divided into a technical and a financial proposal. The technical proposal should include the following information:

i) The consultants’/consulting firm’s understanding of the assignment;

ii) A detailed work-plan for all activities, including travel;

iii) Proposed methodology and timeframe for the assignment;

iv) Capability Statement of the consulting firm and CVs of the consultants;

v) Two writing samples of the consultants/consulting firm on similar assignments.

The financial proposal should include:

i) Budget with a detailed breakdown of costs (including travel costs) for the implementation of activities; financial proposal shall be made as per the template of GIZ.

  • All bids must include technical and financial offers. Technical and financial offers have to be separate.
  • Offers shall be as per the issued tender document.
  • The financial offer should list the daily fees charged for this contract. Financial offer shall be as per the bid sheet template of GIZ and signed and stamped by the bidder.
  • The technical offer should include the approach taken by the consulting firm and showcase its previous work in the areas listed above.
  • GIZ- Support to the AU in Migration and Displacement Project reserves the right to cancel the bid fully or partially.
