NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programmes across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programmes.

The Syrian crisis is almost into its 9th year, but the level and intensity of the conflict in the country remains high. Humanitarian and protection needs inside Syria are overwhelming. Ongoing conflict and continued displacement compound a complex emergency situation. According to UN OCHA, 13.6 million people are in need of humanitarian assistance in Syria and millions have been forced to flee. More than 1.4 million displacements were recorded in 2019. More than 6.5 million are internally displaced and many have fled the war-torn country, including 5.5 million refugees across the region.

The purpose of the Area Manager position is to ensure high quality and cost effective programme/project implementation within the designated geographical area.

Duties and responsibilities

Generic responsibilities:

  • Line management of Area Programme Manager, Area Support Manager, Security Advisor/Coordinator and Field Office Coordinator.
  • Member of the Country Management Group (CMG).
  • Compliance with and adherence to NRC policies, guidance and procedures.
  • Provide area specific input on CC strategies, Country Strategy and Plan of Action.
  • Organize grants opening and closure meetings at area level.
  • Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
  • Assess needs, develop emergency response and implement response plans.
  • Ensure optimal use of resources within the allocated project budgets and CC strategies.
  • Represent NRC and networking on area level.
  • Ensure that capacity building is provided to all staff in the area.
  • Ensure overall security and safety of staff in the area.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities:

  • Provide effective leadership to the Area team: regular organisation of Senior Management Team meetings to ensure flow of information between the area and the country office; participation in Programme meetings; performance management of direct reports.
  • Represent NRC at sub-national level with local stakeholders and national and international NGOs.
  • Represent NRC with area-based donors.
  • With the support of the Area Team, take the lead on the repositioning of NRC in the area to better respond to the changing humanitarian needs.
  • Provide regular input to advocacy initiatives.
  • Accountable for safe programming at area level in line with NRC Protection Policy and guidelines.
  • Support the planning and conduction of protection-sensitive risk and needs assessments.
  • Overall responsibility for the recruitment of qualified staff.
  • Ensure that training is provided to all staff in the area in line with staff specific capacity building plans.
  • Ensure work plans are developed by all staff members in the area of operations and performance feedback sessions conducted on a quarterly basis.
  • Ensure NRC’s data collection systems are in place and information is properly stored and analysed.

Critical interfaces:

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Proposal development: Area Programme Manager, Area Support Manager, Programme Unit
  • Area operations: CD, Area Programme Manager, Area Support Manager, CC Specialists, HoP, HoS, other humanitarian actors
  • Staff capacity building: CC Specialists, Support manager
  • Shared costs budget: Finance manager, HoP

  • Minimum 3 years of experience from working as a Senior Project Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Preferred Context/Specific skills, knowledge and experience:

  • Example: Knowledge of the context in region
