Duty Station: Erbil, Iraq with travel in Ninewa, Kirkuk and other governorates

Administrative Line Manager: Head of Programmes

Line Management Responsibility: Programme Development Coordinator, Grants and Reporting Coordinator, M&E Advisor

JOB PURPOSE:

This programme development and fundraising role is based on collaborative work with the

programme team to secure suitable donor funding for existing and prospective programmes, manage existing grants and oversee monitoring and evaluation processes. The Senior Programme Development Manager (SPDM) will have supervisory responsibilities of program development, grants management and M&E staff.

KEY OBJECTIVES/RESPONSIBILITIES:

Secure funding for new and existing programmes

  • Lead in formulating and updating fundraising strategies

  • Play a lead role in establishing relationships with new donors and maintaining positive relationships with existing donors

  • Oversee production and submission of concept notes and proposals

  • Serve as the lead writer for proposals and concept notes, contributing and soliciting ideas, text, editing to the programme proposals being created, and package them to meet the specific needs of different donors

  • Coordinate the development of grant budgets with programmes, operations and finance departments, ensuring all project costs are included in the budget

  • Assist in negotiating donor contracts

Grants Management and Donor Compliance

  • Monitor program implementation to ensure adherence to donor contracts

  • Advise the programs, operations and finance teams on relevant donor compliance regulations and ensure adherence to them.

  • Oversee the production of narrative donor reports and liaise with finance department to ensure adherence with financial reporting requirements

  • Liase with the donors on a continuous basis to update on progress request and request revisions when necessary

Monitoring and Evaluation

  • Oversee the development and roll out of M&E tools to the field,

  • Providing field teams with technical support to implement them. This may include conducting workshops for field staff on monitoring, evaluation and reporting.

Leadership and Management

  • Act as the line manager for program development, grants management and M&E staff

  • Provide regular support and supervision to the line-managed staff, including guidance in formulating individual work plans

  • Faciliate line-managed program staff’s performance evaluation based on agreed project work plans and deliverables, and/or job description

Other

  • Carry out regular field visits to enhance understanding of field work and better communicate NP’s work to donors

  • Carry out assessments to identify opportunities for expansion

Qualifications

Essential

  • Minimum 7 years’ senior level programme development experience in humanitarian NGOs

  • Experience building professional networks, resulting in securing significant new funding and programmatic opportunities and partnerships for the organization

  • Proven track record developing successful grant proposals packages, including narrative, log frame and budget

  • Experience successfully managing multiple grants simultaneously, including maintaining donor relationships, ensuring donor compliance and producing high quality reports

  • Experience/knowedge of in civilian protection, violence prevention, peacebuilding and/or conflict resolution programmes

  • Demonstrated leadership and management skills in an international context

  • Knowledge of monitoring and evaluation methods, including statistical evaluation, and ability to effectively establish a learning culture within an organization

  • Highly developed cultural sensitivities and ability to work well in an international environment with people from diverse backgrounds

  • Ability to juggle multiple demands, manage shifting priorities, and meet tight deadlines

  • Demonstrated ability to collaborate across teams and institutions

  • Superior analytical and communications skills

  • Good administrative skills and knowledge of computer applications (MS Word, Excel, PowerPoint)

  • Entrepreneurial, self-starter, team player

  • Sense of Humor

Desirable

  • Strong understanding of the Iraq context

  • Experience as a direct implementer of humanitarian protection programming in the field

  • Arabic language skills
