This is a local recruitment. Only Cambodia, Lao PDR, Myanmar, Thailand or Vietnam nationals are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service in the respective duty station.
Duty station assignment will be in one of IUCN's country offices in Indo-Burma region.

Launched in 2016, the Lower Mekong Network (LMN) brings together local and international civil society organisations, their funders and intermediary organizations working on ecosystem conservation, land rights, sustainable livelihoods and related issues in the Lower Mekong Region.
The purpose of LMN is to provide a platform on which to: build common understanding; to learn, share, and discuss strategies; and to pursue common purposes and address lessons learned and common challenges. The aim is to ensure that each individual organisation’s position is strengthened, aiding members to achieve their goals in the Lower Mekong region.
LMN is a closed network. New members are added through a clearly defined nomination process involving existing members and the membership list is kept confidential; this is done to protect the safety and security of each LMN participant. There are currently 54 members, with the following geographic representation:

  • Cambodia (17)
  • Lao PDR (17)
  • Myanmar (1)
  • Thailand (14)
  • Vietnam (9)
  • US/International (16)
    In order to promote the sustainability and ownership of the network, it has recently been decided that it would be desirable to have a Coordinator who is a national of – and based in - one of the countries of the Lower Mekong. It is envisioned that the Coordinator position will be hosted by an LMN member organisation on a two-year rotational basis, beginning with IUCN. IUCN has been a member of the network from its inception.
    In order to ensure a smooth transition, the new LMN Coordinator will receive comprehensive mentoring and guidance from the LMN Facilitator.


The LMN Coordinator plays a central role in ensuring the effective functioning and continued growth of the network.

1 Support the Operations of the Network (25%)

  • Act as a neutral coordinator and facilitator for all network activities and meetings;
  • Host, facilitate and capture notes for all virtual meetings of the network;
  • Provide and/or ensure the effective coordination of all facets of the Annual Regional Meetings;
  • Work closely with the network facilitator consultant, Working Group and Funders’ Group to discuss the direction and all relevant updates about the network;
  • Manage the filing system for network-related documents;
  • Manage network contact lists;
  • Draft, revise and disseminate all network-related documents;
  • Adhere to security protocols for network participants;
  • Provide on-boarding for new members;
  • Provide networking opportunities for LMN members;
  • Ensure high quality relationships that advance the mission of the network;
  • Ensure that LMN members adhere to network agreements and the LMN Foundation Document;
  • Perform administrative functions to maintain the LMN online map
    2 Network Development (5%)
  • Ensure the ongoing health and development of the network;
  • Work with the network facilitator, network weaving experts and communities of practice to bring a depth of experience and thought to network development;
  • Monitor engagement and participation of the network;
  • Coordinate, design and facilitate network-wide (and sub-group) convenings, as requested;
  • Problem solve in order to address network bottlenecks and challenges.
    3 Coordinate the LMN Working Group (WG) (15%)
  • Ensure that the Working Group maintains the LMN’s vision and priorities between the network’s Annual Regional Meetings;
  • Ensue the effective facilitation and coordination of the LMN Working Group;
  • Manage the Working Group’s logistics, communications, agendas, reminders, notes, action items, and other administrative tasks;
  • Act as the point of contact (along with the funders’ representative) between the Working Group and the network/Funders’ Group;
  • Facilitate the election of Working Group participants each year;
  • Respond to the requests of individual Working Group participants when required, such as direct emails or one-on-one conference calls.
    4 Coordinate and Lead Shared Work (SW) Calls and Virtual Calls (15%)
  • Consult LMN members to identify learning presentation topics, develop a calendar of topics for shared virtual calls, and coordinate network participants and guest presenters for the shared learning-focused virtual calls;
  • Facilitate and coordinate the Shared Virtual Calls so that they provide quality learning sessions;
  • Be responsible for coordinating the logistics, communications, agenda, reminders, notes, and overall logistics for the calls;
  • Adhere to security protocols of sharing network participant information and attribution of notes from virtual calls;
  • Connect participants to each other when requests arise.
    5 Support the Annual Regional Meeting (30%)
  • Research venues, lodging and transportation for annual meetings;
  • Co-design (together with the LMN Facilitator) the overall objectives and programme for annual meetings;
  • Work closely with partners to arrange logistics for annual meetings;
  • Prepare the budgets for annual meetings;
  • Participate as a member of the facilitation team for the annual meetings;
  • Create and disseminate all materials related to annual meetings, including documents, presentations, slides, and other materials as required;
  • Prepare and disseminate detailed meeting agendas;
  • Prepare and disseminate meeting invitations;
  • Ensure that the participants are briefed about meeting protocols, including security;
  • Coordinate note taking at annual meetings to ensure that all key points are captured;
  • Manage all meeting presentations, IT equipment and potential comments/complaints from participants;
  • Prepare draft meeting reports and share with participants for review;
  • Finalise meeting reports on the basis of the feedback received and circulate to LMN members;
  • Procure translation services, if required;
  • Arrange participants’ flights, meals, accommodation, per diems, etc, in compliance with IUCN policies.
    6 Manage Network Documentation and Information (<10%)
  • Manage all network-related documents on a secure server (Google drive) in an organised fashion;
  • Share relevant documents with network participants as required in a timely fashion;
  • Manage confidential network contact list and organisational affiliation, updating frequently as required;
  • Manage confidential contact list for the Funders’ Group, Working Group and shared work points of contact;
  • Manage all archived documents for reference material as required.
    7 Maintain Strict Confidentiality (<10%)
  • Maintain the highest standard of confidentiality with regards to network contact list, organisations and relevant documents;
  • Ensure that consent is secured before sharing participants’ contact details;
  • Respond to confidential communications from LMN participants and provide them with anonymity when requested;
  • Handle complaints and objections professionally and confidentially.
    8 Manage and Develop Network-related Budgets (<10%)
  • Develop and manage budgets as required, such as for network coordination support, annual meetings etc.


• University degree in environmental sciences, development studies, geography, communications, management, administration or other relevant field.
• Five years of experience in programme/project coordination and implementation
• Strong project management and organisational skills and ability to manage projects with many moving parts
• Proficiency in the use of Internet-based communications platforms (Google Docs) and MS Office applications (MS Word, Excel, PowerPoint) and other web-based management systems
• Strong analytical and presentation skills
• An understanding of the environmental and social issues of the Indo-Burma Hotspot, and a commitment to civil society strengthening, sustainable natural resource management and biodiversity conservation
• Ability to work independently and think creatively about how to leverage resources. Embraces ongoing learning and adaptation. Knows how to ask for and receive help
• Willingness to learn network meeting design and facilitation skills
• Ability to handle confidential and sensitive information, including ability to be very clear about and hold network members to the LMN’s security and safety protocols
• Ability to act as a neutral facilitator for the network
• Ability to navigate and adapt to multicultural settings
• Previous event management experience would be advantageous
• Flexibility in working times to account for time differences
• Willingness to travel within the hotspot
• Fluency in English (verbal/written) and one of the Southeast Asian languages
• Citizen of Cambodia, Lao PDR, Myanmar, Thailand or Vietnam
