The Ministry of National Health Services Regulation and Coordination have specifically identified that achievement of IHR compliance is a priority for Pakistan. The combined competencies of coordination, surveillance, response, preparedness, human resources and laboratory capacity also suggest the need for a well-functioning integrated diseases surveillance and response system (IDSR) in Pakistan, with coordinated flow of information and reliable response mechanisms from district to national levels.
To facilitate development of an IDSR system (and thereby increase IHR compliance), Public Health England (PHE), an executive agency of the UK’s Department of Health and Social Care, is providing technical support to Pakistan. Supporting the work at federal level to develop national IDSR capabilities and in addition support the working with the provincial governments to deliver their devolved disease surveillance and control responsibilities.
The Laboratory Manager is expected to play a key role in the development, management and running of the PPHL. A particular priority is to develop a Quality Management System (QMS). ISO 9001and ISO 15189: 2012 and the WHO Quality Management System places multi-dimensional responsibilities on a Laboratory Manager, which includes establishing, implementing and maintaining the Quality Management System and keeping the system dynamic through continuous tracking of achievement levels. The Laboratory Manager assumes a pivotal role in the journey towards continual improvement, excellence and the implementation of Quality Assurance (QA).

Core Processes and Activities
a. Ensuring that processes needed for the QMS are established, implemented, and maintained.
b. Establish, publish and maintain quality management system including quality manual, system procedures, SOPs, forms /records in accordance with the ISO 9001and ISO 15189: 2012 standards and other regulatory and statutory bodies.
c. Plan, coordinate and develop quality objectives, Key Performance Indicators (KPIs), strategic plan and metrics consistent with the ISO 9001 and ISO 15189:2012 standards.
d. Keep quality manual and associated documents up to date to satisfy the customers, regulatory bodies and requirements.
e. Plan, direct and perform quality audits of all types including system, processes and service audits and assure the implementation of audit actions.
2. Quality assurance
a. Ensuring effective implementation of internal quality controls system in all sections.
b. Coordinating with external quality assurance system providers (CAP, EQAS, RIQAS and NEQAPP) for effective implementation of sample receiving, analysis, data submission and report analysis.
c. Coordinate with the Laboratory Director on reports of external quality assurance programs upon receipt of each report and take necessary measures if required.
d. Coordinate with all vendors for instrument calibration / preventive maintenance ensuring that all instruments functional properly and error free to provide in time reports to the customers.
3. Organizational growth
a. Coordinating with other laboratories/organizations to provide services to contribute to organizational growth.
b. Modality working to reduce cost of test / consumables and searching different options for effective implementation of the process.
c. Managing outsourced tests at appropriate places most feasible for time and cost, coordinate with outsource laboratories for effective implementation of the process.
d. Analysis of data of outsourced tests on regular basis and making feasibilities to shift outsourced tests to in house upon achievement of required volume.
4. Staff education and training
a. Ensuring that all staff members are fully trained and educated to be most effective for the organization.
b. Prepare training plan for all staff members on yearly basis after getting training need assessments from supervisors of different sections.
c. To participate and deliver the training workshops arranged for staff. Ensuring that trainings are arranged as approved schedules.
5. Operational activities
a) Daily round of all sections to ensure compliance of policies, procedures, effective quality control implementation and discipline of staff.
b) Coordinate with all sections staff/supervisors for statistical data analysis and forecast submission to different companies and submitting the forecast to store department.
c) Attend to patient/user queries and provide information about test protocols; responding to patient/user complaint/queries through the complaint management system and take necessary measures to address patient/user complaints so that they reach a satisfaction level of service.
d) Receiving invoices, quotation and other related documents; submitting for approval after verification and entering in logbook; ensure all such documents reach their final destination and keep a log file updated.
e) Regular visits to other PHL Network Laboratories to ensure compliance of policies, procedures, discipline and address issues.
Minimum Job Requirements:
Qualification: M.Sc in biological sciences and/or recognised Medical Laboratory Technology/Science qualification
Experience: Essential: 5 Years post qualification working in a diagnostic microbiology/pathology laboratory
Preferrable: Experience of laboratory supervision or taking additional responsibilities. Knowledge of QMSs and Biosafety/Biosecurity requirements.
Training: Any reputable Medical institution
Skills: Good knowledge of Laboratory Testing Procedures, Administrative capabilities, IT literate, Good team worker
