General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

As a part of the Selection Team of the Programm Quality Department, Selection Team Leaders support selection and 100% verification of potential and existing beneficiaries to ensure that food, non-food item, cash and voucher assistance reaches most vulnerable families. Key functions of this position include:

  1. Verification (checking) of beneficiary lists proposed by Local Councils and coming from GOAL Syria’s CCRM;

  2. Verification (checking) of beneficiary lists proposed by Local Councils;

  3. 100% verification (checking) of existing beneficiary lists;

  4. Carrying out home visits and collecting information through observation and interviews to verify household compliance with the beneficiary selection criteria;

  5. Communicating with Local Councils and Relief Committees and informing them about GOAL programme and GOAL beneficiary selection criteria; and

  6. Collecting the notes and comments from the field.

  7. Divide the field teams into sectors according to each village.

  8. Prepare daily and final reports for each village and hand them over to the direct supervisor.

Duties, objectives and competencies

The post holder will be responsible for the following duties in relation to distributions:

  • Contribute as a Team leader to Selection as outlined above.
  • Security: support the direct supervisor by providing security information and updates received from villagers and Local Authorities.
  • Ability to deal very well with data collection tools (Commcare,KOBO,…).
  • Ensure that all stages of the Selection and 100% Verification processes and documents are filled in and given to the direct supervisor daily.
  • Assist the direct supervisor with planning the daily and weekly work for the team.
  • Solve problems that may occur in the field.
  • Any other task required by the line manager.

In addition to the above, the Verification Team Member is required to abide by and uphold the Core Humanitarian Standards in the execution of his/her duties.

Requirements (essential)

  • Bachelor’s Degree from a recognised university. In lieu of a completed degree, an undergraduate with 4+ years’ experience would be considered.
  • At least 3 years’ work experience, in addition to previous NGO experience in humanitarian work Data Management, Beneficiary Selection, Verification desirable.
  • Attended trainings in M&E , Data collection, Need assessment.
  • Able to work under pressure with limited management support.

Requirements (desired)

  • 2 years of experience in data management, beneficiary selection or need assessment.
  • M&E, Need Assessment, Data management previous experience will be desirable.
  • Previous experience in team management and supervise groups or teams.
  • Previous experience for reports writing and arrange for work plans.
  • Good computer skills, Microsoft applications (Word, Exile…etc.
  • Flexible and attentive to details.
