We are currently seeking qualified candidates for the position of Technical Advisor (TA), Climate Change Adaptation for Sri Lanka and the Maldives for an anticipated multiyear USAID Sri Lanka and the Maldives Climate Adaptation program. The purpose of the activity is to advance Sri Lanka and the Maldives development objectives to address climate change threats and support disaster risk resilience programming. USAID has identified the following two cores objectives;

(1) Enhance the resilience of the Maldivian government, private sector, and local environmental and community groups to adopt to the vulnerabilities of climate change.

(2) Strengthen the resilience of the public and private sectors in Sri Lanka to reduce vulnerabilities to the impacts of climate change.

This position is subject to project award and funding.

Job Summary:

The Technical Advisor, based in Colombo, Sri Lanka, will provide technical leadership to the project in the field of climate change adaptation and risk resilience. S/he will work with project team staff, relevant ministries and departments and sub-national government entities, other public and private sector institutions and stakeholders engaged in climate change adaptation and disaster risk resilience efforts. They will work with stakeholders and actors engaged in policy advocacy efforts to support improved climate change adaptation in Sri Lanka and the Maldives. Further, s/he help guide project activities and capacity development efforts designed to improve climate change adaptation with a particular focus on the fisheries and tourism sectors. In collaboration with the project COP, s/he will maintain close coordination with USAID and other stakeholders, ensuring that all project interventions are of high quality and lead to measurable impact. S/he will be responsible for supporting the COP in the timely and effective implementation of project activities, deliverables and execution, monitoring and reporting of the project interventions to USAID.

Key Responsibilities:

  • Provides technical leadership on project-wide activities focused on the climate change adaptation to reduce vulnerabilities and support enhanced risk resilience in the target sectors.
  • Conducts research on, identifies and disseminates critical climate change adaption and risk resilience information resources that support improved decision making by target stakeholders.
  • Support cross-sector/institutional dialogue to address policy issues across stakeholders that are engaged in climate change adaptation and risk resilience activities and encourage improved coordination across sectors and actors.
  • Facilitate dialogue on topics related to climate change adaptation, risk resilience and economic sustainability.
  • Lead the design, development and implementation of climate change adaptation capacity building trainings for project stakeholders in both the private and public sector, including local Community-based Organizations (CBOs).

  • Develop and maintain collaborative relationships with donor/client organizations, relevant national and subnational government agencies, bilateral and other NGOs.

  • Ensure that project implementation in technical focus area adheres to the appropriate USAID country, regional and global strategies and requirements and remains technically sound.

  • Lead and or produce input for and present major/complex reports, including the supervision, coordination and quality control of consultant reports who are engaged in climate change, disaster risk resilience and/or environment, natural resources management activities.

Minimum Requirements:

  • Master’s degree or its international equivalent in climate change, natural resource management, environmental sciences, biodiversity conservation, protected area management, or other relevant discipline.
  • Typically requires 8 years of experience relevant technical experience working on climate change in South Asia/island nations, especially as relevant to the climate change adaptation, disaster risk resilience, conservation and natural resource management.
  • Experience reviewing and analyzing national and local environmental policy/laws/legal frameworks
  • Excellent interpersonal skills with proven experience facilitating dialog with CBOs and across public and private sector stakeholders.
  • Experience with capacity building of CBOs, public and private sector organizations.
  • Experience with donor-funded projects, preferably USAID
  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Prior experience in working in Sri Lanka and the Maldives and/or knowledge of the geographies in the climate change, disaster risk resilience, environment and natural resource management sectors strongly preferred.
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
