The Proposal Writer works with the Business Development Team - Public Sector. This role leads writing and development of winning bid strategies, collaborating with Hala’s technical teams to uncover relevant technical solutions and to develop them into compelling, compliant, and successful proposal efforts.

This position is located in Lisbon, Portugal, with a salary range of 55,000-65,000€ per year. Applications will be accepted until January 15, 2021.

What you’ll do:

  • Serve as lead proposal/concept note writer for public sector funded efforts from the USG, EU, UK FCDO, and other donors funding programs for conflict stabilization, humanitarian assistance, political stabilization, democracy, rights, and governance, and innovation.

  • Conduct extensive research and analysis to ensure proposals have country and thematic relevance and context.

  • Collaborate with the BD Manager to develop proposal outlines and effectively structure proposal responses in accordance with donor/solicitation requirements.

  • Lead the preparation and facilitation of proposal/concept note design workshops toward developing winning strategies, themes, and approaches, including the use of logical frameworks (log frames) as a design tool.

  • Work with the product and engineering teams to translate technical solutions into articulate, compelling, and compliant proposals clear to multiple audiences, while maintaining technical accuracy.

  • Coordinate across teams - product, engineering, operations, and data and analytics - to collect, integrate, and assure the quality of the teams’ proposal contributions.

  • Review and revise proposal sections provided by team members and integrate into the proposal narrative.

  • Participate in review sessions and incorporate timely feedback.

  • Copy edit all proposal/concept note efforts.

  • Provide proposal writing mentoring and training to BD Managers and to the BD Coordinator.

  • Contribute toward developing high-quality presentations for funder and partner engagements.

  • Prepare marketing materials to showcase Hala’s areas of expertise.

  • Provide other support including conducting research, contributing to strategy sessions/summits, and writing communications content including for the website and social media sites, as requested.

What you have:

  • Successful business development experience within the international development industry.

  • Minimum of 2 years proposal writing experience for opportunities funded by the U.S. government, major European government donors, and/or UK Foreign, Commonwealth & Development Office.

  • Successful proposal writing experience, as lead writer, of opportunities with value of at least $5M.

  • Experience conducting rigorous research and analysis to inform proposal pursuits.

  • A bachelor’s degree.

  • Ability to work under pressure with tight deadlines.

  • Excellent written and verbal communication skills.

  • Excellent organizational skills.

What happens next:
